Why Public Administration

Why aspirants choose Public Administration Optional

  • A compact, stable syllabus. 26 units across two papers: 12 of administrative theory in Paper I and 14 of Indian administration in Paper II.
  • UPSC returns to the same themes. 20 of the 26 units were asked in every one of the last ten papers (2017–2026), and questions repeat: “Delegated legislation is a necessary evil” was set in 2007 and again in 2015.
  • Theory meets practice. The thinkers of Paper I (Weber, Simon, Riggs) explain the institutions of Paper II (the civil services, district administration, reforms), so each paper strengthens the other.
  • Overlap with GS and Essay. Paper II is GS Paper II governance at optional depth, and administrative ethics and values in public service feed GS Paper IV and the Essay paper.
  • Official results are in line with the field. 1,391 candidates wrote Public Administration in CSE 2020–2022 and 115 were recommended, a success rate of 8.3% (UPSC annual reports).

FAQs

Public Administration Optional: frequently asked questions

Is Public Administration a good optional for UPSC?

Public Administration has a compact syllabus of 26 units, questions that return to the same themes year after year, and strong overlap with GS Paper II (governance) and GS Paper IV (ethics in administration). In CSE 2020–2022, 1,391 candidates wrote it and 115 were recommended, a success rate of 8.3% (UPSC annual reports). Read the full success-rate analysis.

Can a science or engineering graduate take Public Administration?

Yes. The optional assumes no background in the subject: the notes explain every term the first time it appears, and much of Paper II is the working of Indian government that GS preparation already covers. What it rewards is clear structure, a thinker or report behind each argument and a current Indian example.

How long does it take to prepare Public Administration Optional?

A first reading of both papers usually takes four to five months at two to three hours a day alongside GS, followed by revision with the previous year questions. The strategy guide sets out a phase-wise plan.

What is the exam pattern of Public Administration Optional?

There are two papers of 250 marks each (500 in total) in UPSC Mains, Paper I (Administrative Theory) and Paper II (Indian Administration). Each paper has eight questions in two sections; Questions 1 and 5 are compulsory and three more are answered with at least one from each section. Questions 1 and 5 have five 10-mark parts of about 150 words each.

Where can I find Public Administration Optional previous year questions?

All 1,643 questions from 1987 to 2026 are on the topic-wise PYQ page, each unit page above lists its own questions by sub-topic, and the question papers page has all 22 papers from 2016 to 2026 as set. The same questions are also available as a printable PYQ book.
