Caste conflict is less a survival of hierarchy than a by-product of its democratisation: T. K. Oommen held that it erupts when equality enters an unequal order and the subordinated claim what the dominant will not concede. Prevention must act on that generator, not on incidents.

Why caste conflicts occur

  • Material dominance. Where land, credit and wage work concentrate in one caste, humiliation and economic coercion are a single act. M. N. Srinivas‘s dominant caste names a locality’s real power-holder, and André Béteille found the landless unable to obtain even what law grants them.
  • Assertion and backlash. A pucca house, a temple entry, a groom on horseback or a panchayat seat won by a Dalit or Other Backward Class group is read as appropriation of status symbols — and punished.
  • Endogamy and honour. Inter-caste unions are about five per cent of Indian marriages; the inter-caste couple provokes most because endogamy is how caste reproduces itself.
  • Scarce public goods and electoral arithmetic. Reservation, jobs and contracts are contested as caste entitlements, and party competition freezes castes into blocs. The National Crime Records Bureau recorded 55,698 offences against Scheduled Castes in 2024.

Measures, and the grounds for each

  • Redistribute productive assets. Ceiling-surplus and homestead land, recorded tenancy, rural work outside the dominant caste’s fields. Conflict tracks dependence: Béteille’s Sripuram showed that command loosens only when livelihood is decoupled from ritual rank.
  • Make existing law bite rather than multiply offences. The Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, restored in 2018 by barring preliminary enquiry and anticipatory bail, is soundly drafted; yet about 2.88 lakh cases stood pending trial in 2024. Deterrence fails on delay, so exclusive special courts, time-bound charge-sheeting and police accountability matter more than fresh offences.
  • Protect and reward marriage across caste. The real remedy is inter-marriage; fusion of blood alone can create the feeling of being kith and kinB. R. Ambedkar, Annihilation of Caste (1936). Safe houses and a simplified Special Marriage Act procedure attack endogamy itself; the central incentive scheme, reaching a few hundred couples a year, is far too small for that.
  • Desegregate everyday institutions — commensality in school meals, mixed residential layouts, Dalit recruitment into the police.
  • Devolve power and defuse intra-Dalit grievance. Reserved panchayat seats need real fiscal devolution, not proxy rule; evidence-based sub-classification, legislated first by Telangana in 2025, can blunt resentment within the Scheduled Castes.

Conclusion

Measures that merely manage conflict — more police, faster compensation — leave its source intact. Since caste reproduces through endogamy and unequal assets, only redistribution joined to marriage across caste lines prevents; law and policing buy time for those slower changes.
