The cybernetic hierarchy of control is Talcott Parsons’ answer to a basic question: which of the systems of action steers the others? He took the idea from Norbert Wiener’s cybernetics (Cybernetics, 1948). In a thermostat, a small amount of information regulates a large amount of energy. Parsons set out the hierarchy most fully in Societies: Evolutionary and Comparative Perspectives (1966).

Two flows run through the hierarchy in opposite directions:
- Control flows downward. Systems rich in information define the meanings and limits within which lower systems act. Values legitimise norms, norms shape individual goals, and goals direct bodily energy.
- Conditioning flows upward. Systems rich in energy supply the resources and set the limits that higher systems cannot ignore. A starving organism or a collapsing economy constrains any value system.
For example, constitutional equality (culture) is written into anti-discrimination law and reservation rules (social system). These shape a first-generation learner’s aim to enter public service (personality), which then organises years of physical effort (organism). A drought or pandemic works upward, by exhausting energy and resources.
Within society the same order holds: the fiduciary system (L) steers the societal community (I), which steers the polity (G), which steers the economy (A). Late in life, in “A Paradigm of the Human Condition” (Action Theory and the Human Condition, 1978), Parsons placed a telic system of ultimate meanings above the whole action system.
Significance
- Theory of change: the hierarchy explains why Parsons thought long-run evolution is led by value generalisation, not technology alone. He came to call himself a “cultural determinist”. This follows Max Weber, for whom religious ideas acted as “switchmen” guiding interests.
- Middle path: it avoids both idealism and materialism in their pure forms, since conditions limit what values can achieve.
- Order: it explains why societies with deeply held values absorb material shocks.
Critique
- Idealist bias: Marxists and conflict theorists reverse the priority. David Lockwood (“Some Remarks on ‘The Social System'”, 1956) argued that Parsons neglected the material substratum of interests and scarce resources that shapes action.
- Power is missing: whoever controls “energy” (property, force, digital infrastructure) can reshape values. Platforms redefining privacy norms are a current case.
- Mechanical analogy: human meanings are contested and reflexive, not signals in a feedback loop. The model also assumes a single dominant culture that plural societies such as India do not have.
Conclusion
The cybernetic hierarchy is Parsons’ clearest statement that culture governs and material conditions constrain. It usefully shows how values reach down into bodies and behaviour. Yet by ranking information above energy, it plays down the power of those who control resources to rewrite the information itself.
