Every one of the 2,526 candidates shortlisted for the Civil Services Personality Test will be asked for original documents before they enter the board room, and a small number of them will lose a reservation claim, an age relaxation or their candidature on a paperwork detail they could have fixed weeks earlier. The UPSC interview documents requirement is not a formality bolted onto the Personality Test — it is a verification of every claim you made in your application, conducted at Dholpur House on the morning of your interview, against certificates that must satisfy conditions UPSC fixed months ago. This checklist sets out what to carry, what the 5 November 2026 notice actually says, and the four defects that cause almost all the trouble.
Quick Answer
Carry the originals plus one self-attested photocopy of: your matriculation certificate (for name and date of birth), your degree certificate or provisional certificate with mark sheets, and every certificate supporting a reservation, relaxation or benchmark-disability claim. Add your e-Summon Letter printout and several recent passport-size photographs. The critical condition: SC, ST, OBC, EWS, PwBD and ex-servicemen certificates must have been issued on or before 27 February 2026 — the closing date of the CSE Prelims 2026 application. A certificate dated after that does not support the claim. Verification happens at the UPSC office, Dholpur House, Shahjahan Road, New Delhi–110069, and your candidature remains provisional until it is cleared.
Why This Stage Catches People Out
UPSC’s written-result notice of 5 November 2026 states plainly that candidature is provisional, subject to eligibility being established. Nothing you were allowed to do earlier in the cycle counts as approval. You were permitted to sit the Prelims and the Mains on the strength of a self-declaration; the Commission checks that declaration for the first time at the Personality Test.
That has one structural consequence worth absorbing. A claim that was true but is evidenced by a certificate issued on the wrong date is treated as unsupported. A name that appears differently on your matriculation certificate and your degree is treated as a discrepancy until you evidence otherwise. Neither is a question of honesty, and neither is forgiven on the day for want of time.
The Core Document Set — Required of Every Candidate
| Document | Format | What it establishes | Notes |
|---|---|---|---|
| Matriculation / Secondary School certificate | Original + self-attested copy | Name and date of birth | This is the document UPSC relies on for date of birth. A birth certificate, Aadhaar or affidavit is not a substitute for it. |
| Degree certificate | Original + self-attested copy | Qualifying educational qualification | If the convocation degree has not been issued, carry the provisional certificate instead. |
| Degree mark sheets | Originals + copies | Completion of all semesters or years | Often not examined, but carry them; they are the fallback when a provisional certificate is ambiguous. |
| e-Summon Letter | Printout | Your call to the Personality Test, with board and reporting time | UPSC issues no paper letters. Download and print it yourself from the UPSC website. |
| Photographs | Recent passport-size, several | Identity at verification and for forms | Keep eight to ten; the medical examination stage that follows selection consumes more. |
| Photo identity document | Original | Identity at the gate | Carry the same one you used at the examination centres. |
Keep this set physically separate from everything else, in the order above. Verification staff work through a queue of several dozen candidates in a morning, and a candidate who hands over a sorted set is through in minutes.
Claim-Specific Documents — and the 27 February 2026 Rule
This is where candidature is actually lost. The notice requires original certificates for every claim of age relaxation, community, EWS status or benchmark disability, and it fixes the issuance condition explicitly: the certificate must have been issued by an authority competent to do so and must be dated on or before 27 February 2026, the closing date for the CSE Preliminary Examination 2026 application.
The rule that disqualifies claims
A reservation or relaxation claim is tested against the eligibility position as it stood on the application closing date, not as it stands today. If your OBC non-creamy-layer certificate was renewed after that date, or your EWS certificate was issued in April 2026, the claim is not supported on that certificate alone — even though your entitlement may be genuine and continuous. Check every certificate’s date of issue now. If one falls on the wrong side of 27 February 2026, obtain a certificate from the competent authority evidencing your status as on that date, and carry both documents.
| Claim | Certificate required | Common defect |
|---|---|---|
| Scheduled Caste / Scheduled Tribe | Caste certificate in the prescribed format from a competent authority, original + copy | Issued after 27 February 2026; or issued in a state format not accepted for central posts |
| Other Backward Classes | OBC certificate with a non-creamy-layer declaration in the central government format, original + copy | A state-list caste certificate carried instead of a central-list OBC certificate; or a lapsed non-creamy-layer validity |
| Economically Weaker Sections | EWS income and asset certificate in the prescribed format, original + copy | Issued for the wrong financial year, or after 27 February 2026 |
| Benchmark disability (PwBD) | Disability certificate from the notified medical authority, original + copy | Percentage of disability below the benchmark; certificate not in the current prescribed form; scribe-related documents missing |
| Ex-servicemen | Discharge certificate and the prescribed undertaking, original + copy | Discharge documents incomplete, or the undertaking not executed |
| Age relaxation on any ground | The certificate establishing the ground relied on | Relying on a category certificate alone where a separate relaxation document is prescribed |
Case-Specific Documents
If you declared yourself “appearing” for your degree
The 5 November 2026 notice is specific on this point. A candidate who indicated in the application that they were appearing for the qualifying examination must upload proof of having passed it during the online submission window from 11 to 25 November 2026. This is an online obligation, not something to settle at Dholpur House, and it runs on the same deadline as the rest of the application update. Carry the original to verification as well.
If you are a serving government or public-sector employee
Carry your appointment letter, your most recent service or pay particulars, and — where your rules require it — the intimation you gave your employer about applying. Serving candidates are also the group most likely to be asked for a no-objection certificate at a later stage, so start that process now rather than after the final result. If you are already a serving civil servant, read the eligibility conditions attaching to your service in the examination rules before you submit your preferences.
If your name differs across documents
A middle name present on one certificate and absent on another, a surname changed after marriage, or a spelling variant between matriculation and degree records all count as discrepancies. Resolve them with a notarised affidavit setting out that both names refer to one person, supported by whatever gazette notification or official record exists. Carry the affidavit with the core set — not in reserve.
If you are claiming travelling allowance
Outstation candidates may claim travelling allowance for the journey. Carry the prescribed form in duplicate together with proof of the journey — tickets or a fare receipt. This is administrative rather than eligibility-related, but it is the one item candidates are reliably annoyed to have forgotten.
The Attestation Form Is a Separate Obligation
Do not confuse the documents you carry to the interview with the Attestation Form. That is a Department of Personnel and Training document, filled online at cseplus.dopt.gov.in from the commencement of interviews until they conclude, and it exists for verification of character and antecedents prior to appointment in government service. It asks for the addresses at which you have lived and carries declarations about pending criminal proceedings; it is not part of the interview-day verification set.
Equally, the online update of your application details between 11 and 25 November is a third, separate submission, on upsconline.nic.in. Our field-by-field guide to UPSC DAF 2 walks through those entries and the service and cadre preference decisions inside them.
A Four-Week Sequence That Works
- This week. Lay every certificate out and note the date of issue on each. Flag anything issued after 27 February 2026, and anything whose validity has a stated expiry.
- Within the online window (11–25 November 2026). Complete the application update at upsconline.nic.in before 6:00 PM on 25 November, upload degree proof if you had declared yourself appearing, and keep the acknowledgement. Without this submission, no e-Summon Letter is issued.
- The following two weeks. Apply for replacement or as-on-date certificates for anything flagged. Competent authorities take time; this is the step that cannot be compressed.
- On receipt of the e-Summon Letter. Print it, re-read the instructions it carries, and assemble the set in the order of the core table above — originals in one sleeve, self-attested copies in another.
- The day before. Recount the photographs, confirm the affidavit if you need one, and carry the travelling-allowance form if you are claiming it.
What verification does not decide
Document verification is an eligibility check, not a scoring exercise. Nothing that happens at the verification desk is reported to your board, and nothing about it carries marks. Its only power is negative — it can disallow a claim or leave your candidature unresolved. Prepare it so thoroughly that it becomes uneventful, then put it out of your mind before you walk in.
