The Evolution of India’s Nuclear Programme

India spent its first two decades after independence arguing that nuclear weapons were an abomination, and the three decades after that acquiring them. The syllabus calls this a story of changing perceptions, and the phrase is exact: what changed was not India’s technical capacity, which grew steadily from 1948 onwards, but what Indian decision-makers believed the bomb was for. Read as a chronology of reactors and tests the programme explains nothing; read as a sequence of contested judgments about morality, autonomy and status, it explains a great deal.

The founding framework, 1945–1964

The architecture that produced a bomb in 1974 was designed by men who said they were not building one, and it was designed that way deliberately. Homi Bhabha persuaded a leadership with no scientific background that atomic energy was the shortest route from poverty to modernity, and Jawaharlal Nehru gave him money, statutory monopoly and direct access to the Prime Minister. The result was an enclave answerable to almost nobody, holding the whole fuel cycle, and therefore holding a weapons option as a by-product of its civil mandate.

Bhabha’s institutions

  • Bhabha’s proposal of March 1944 to the Sir Dorabji Tata Trust is the programme’s true origin — a private letter arguing that India needed a school of fundamental physics before it needed reactors.
    • It produced the Tata Institute of Fundamental Research in 1945, which Bhabha described as the cradle of the future atomic energy programme and which supplied its first generation of scientists.
    • The Atomic Energy Research Committee, set up under the Council of Scientific and Industrial Research in 1946 with Bhabha in the chair, was the first official body; it gave a private initiative a public warrant.
  • The Atomic Energy Act, 1948 was among the earliest statutes of independent India, passed within eight months of independence — a measure of the priority attached.
    • It vested state ownership of fissile materials and control of atomic research, and carried secrecy provisions modelled on British and American practice.
    • The Atomic Energy Commission, constituted in August 1948 under the direct charge of the Prime Minister, had three members — Bhabha as chairman, with S.S. Bhatnagar and K.S. Krishnan.
    • The design placed the programme outside normal cabinet and parliamentary scrutiny, and that insulation is the institutional fact from which most later explanations of India’s nuclear choices are built.
  • The Department of Atomic Energy, created in August 1954, completed the structure: a department of government reporting to the Prime Minister alone, with its own budget line and its own personnel rules.
    • Bhabha headed it until his death, holding both the chairmanship of the Commission and the secretaryship of the Department.
    • Concentration of authority in one man let the programme move faster than any comparable Indian institution, and made it very hard to audit.
  • The secrecy was contested from inside Indian science: Meghnad Saha objected that a closed, elite-driven establishment betrayed the open, university-based science a poor democracy needed, and lost decisively.

The three-stage programme as a founding design choice

  • India’s geology set the problem: poor uranium reserves, and roughly a third of the world’s monazite thorium. A conventional uranium-fuelled power programme would have made India permanently dependent on foreign fuel.
  • Bhabha’s answer was a three-stage programme — natural-uranium heavy-water reactors first, plutonium-fuelled fast breeders second, thorium-based reactors third — designed so that each stage manufactured the fuel for the next.
    • The first stage produces plutonium as its unavoidable output, and the second stage requires that plutonium to be separated by reprocessing.
    • Reprocessing is the pivot. The same separated plutonium that feeds a breeder reactor is the fissile core of an implosion device; the distinction is one of purpose, not of substance.
  • Self-reliance was designed in, and so was ambiguity. A programme built to escape fuel dependence acquired the complete fuel cycle, and a state holding that cycle holds a weapons option whether it wants one or not.
    • The Phoenix reprocessing plant at Trombay, commissioned in 1964, gave India separated plutonium a decade before it tested anything.
    • India would later insist that its civil and military capabilities were distinguishable; the founding design made them one capability under two descriptions, which is why the separation exercise of 2005–08 was so difficult.
  • The energy side of this — capacity targets, the reactor fleet, fuel supply — belongs to the civil programme; what matters here is that the choice of the early 1950s pre-committed India to holding the option.

India did not stumble into a weapons capability. It designed a fuel cycle that could not be built without one, and then argued for twenty-six years that the two things were separable.

Reactors, assistance and the permissive international moment

  • Apsara went critical on 4 August 1956 — the first research reactor in Asia, built at Trombay with British-supplied enriched fuel and largely Indian design.
  • CIRUS, a 40 MW heavy-water research reactor, went critical in 1960: supplied by Canada, running on heavy water supplied by the United States.
    • Its fuel, irradiated at low burn-up, produced weapons-grade plutonium, and CIRUS supplied the material used in 1974.
    • The Canadian agreement carried an undertaking that the reactor and its products would be used for peaceful purposes — an ambiguity India would later exploit and Canada would later treat as breached.
  • Zerlina followed in 1961; the first tender for a power station at Tarapur was issued in 1960, with American assistance there and Canadian assistance at Rawatbhata in Rajasthan.
  • Eisenhower’s Atoms for Peace initiative of 1953 created the permissive moment that made all of this possible.
    • Its bargain was technology and fuel for peaceful-use assurances, with verification that was thin by later standards and no restriction on reprocessing.
    • India was among its largest beneficiaries, and the reactors obtained under it produced the plutonium for the 1974 device — which is why the American reaction was as sharp as it was.

Nehru’s position and its real structure

Nehru’s nuclear position is routinely reduced to moral opposition, and the reduction loses what is analytically interesting about it. He did renounce weapons, repeatedly and with evident conviction. He also refused every arrangement that would have made renunciation irreversible, funded an establishment whose output was fissile material, and told Parliament in as many words that sentiment would not bind India if circumstances changed.

  • The “symbol of evil” formulation that circulates in summaries of Nehru’s view is a paraphrase of his position, not a quotation — the substance is right, the wording is not his.
  • Nehru’s actual statement moving the atomic energy legislation in the Constituent Assembly on 6 April 1948 contains both halves of the position in consecutive sentences.

  • The rejection of the Baruch Plan shows the same structure from the other side.
    • The American proposal of 1946 offered international ownership and control of atomic energy in exchange for the eventual surrender of the American monopoly.
    • India opposed it on the ground that it prohibited national research and development in atomic energy — that is, on autonomy grounds, not on disarmament grounds.
    • The objection is the template for every later Indian position: India does not object to restraint, it objects to restraint that is written by others and applied unequally.
  • The 1954 standstill proposal on testing is the counterweight and must be given its full weight.
    • Following the Bravo test, Nehru proposed a standstill agreement suspending nuclear test explosions pending progress on disarmament — the first such proposal by any government and the origin of what became the test-ban idea.
    • India’s later disarmament diplomacy descends directly from it, and the substance of that record belongs with the treaty and disarmament material rather than here.
  • The option-keeping was explicit in policy as well as in rhetoric: India declined to foreclose peaceful nuclear explosions, retained reprocessing, accepted no comprehensive safeguards, and consistently refused any instrument that would have converted restraint into obligation.

Bhabha’s dual position

  • Bhabha’s public advocacy was of atomic energy for development, and his international standing rested on it — he presided over the first UN conference on peaceful uses of atomic energy, 1955.
  • Privately and then publicly he argued the deterrent case, and the argument he made is a straightforward statement of the weak-state logic of nuclear weapons.

  • After China’s test, Bhabha went further, claiming in an October 1964 broadcast that India could produce a device within about eighteen months of a decision, and putting the cost of a ten-kiloton explosion at roughly $350,000.
    • The figures were optimistic to the point of misleading, since the actual gap between decision and test was closer to a decade; the claim reads as advocacy aimed at the political leadership.
    • Its function was to convert a moral question into a budget question, which is a recognisable move by a scientific establishment seeking a mandate.
  • Bhabha also sought American assistance for an Indian device, on the argument that it was cheaper for Washington to supply one than to watch India build one; the approach was declined.
    • That he could make such an approach at all, without a cabinet decision behind him, illustrates how far the establishment operated as an autonomous foreign-policy actor.

The shocks and the debate, 1962–1968

The 1962 defeat and the appeal to both superpowers

  • The 1962 border war with China was the first serious puncture in the Nehruvian premise that India’s security could rest on non-alignment, moral standing and Asian solidarity.
  • With the Chinese advance continuing in November 1962, India appealed to Washington and London for military assistance, and to Moscow for support — an appeal made while both superpowers were consumed by the Cuban missile crisis.
    • The timing taught a lesson that outlasted the war: great powers attend to their own confrontations first, and a state that depends on their attention has no security policy.
    • Conflict with Pakistan was not new and had never produced this effect; the Chinese defeat did, because it destroyed a self-image rather than merely costing territory.

China’s test of October 1964

  • China tested its first fission device at Lop Nur on 16 October 1964, twenty-three months after defeating India in the field.
  • The conjunction is what mattered. India now faced a state that had beaten it conventionally and then gone nuclear, and no framework existed within which India’s response could be anything but national.
  • The test also arrived while the NPT was being negotiated, so its cut-off of 1 January 1967 would admit China and exclude India by a margin of years.

The internal debate and the SNEPP compromise

  • The debate that followed was the first genuine strategic debate of independent India, and it split the political class rather than the parties.
    • Bhabha and the atomic establishment pressed for an explosive programme, arguing capability, cost and deterrence.
    • A parliamentary bomb lobby formed across party lines, and within the Congress a substantial group pressed the government publicly.
    • Lal Bahadur Shastri opposed a weapons programme, on grounds that were partly moral, partly economic — a country in the middle of a food crisis had other claims on its resources — and partly diplomatic.
  • Shastri’s authorisation of the Subterranean Nuclear Explosion for Peaceful Purposes (SNEPP) project in November 1964 was the compromise that resolved nothing and settled everything.
    • It permitted theoretical and design work on a peaceful nuclear explosive, while withholding authorisation to build or test a weapon.
    • It thereby legitimised the category “peaceful nuclear explosion” inside the state and gave the establishment a sanctioned line of work leading, by increments, to a device.
    • The pattern — authorising the preparatory step and deferring the decisive one — recurs in 1972, in the late 1980s and again in 1995.

The failed search for great-power security guarantees

  • Before turning to self-help India tried the alternative, seriously and at length: an internationally guaranteed umbrella against Chinese coercion, canvassed with both Washington and Moscow between 1964 and 1968.
  • The search failed on three counts, and the failure is the strongest available evidence for the security explanation of India’s choice.
    • Neither superpower would offer a guarantee specific to India, since a bilateral commitment cut against non-alignment and against their own China policies.
    • A joint Soviet–American guarantee was diplomatically impossible in the mid-1960s, and separate guarantees would have destroyed the premise of non-alignment.
    • The credibility problem was insoluble in principle: a guarantee requiring a distant power to risk its own cities for a non-ally is not believed by the state being deterred.
  • What emerged instead was UN Security Council Resolution 255, 19 June 1968, the “positive security assurance” attached to the NPT.
    • It welcomed the intention of the nuclear-weapon states to seek immediate Security Council action for a non-nuclear party threatened with nuclear aggression.
    • It was adopted 10–0 with five abstentions, India among them, alongside Algeria, Brazil, France and Pakistan.
    • India’s objection was structural: the assurance ran through a Council in which the threatening state held a veto, and promised procedure rather than protection.

A guarantee enforced by a body in which the adversary holds a veto is not a guarantee; India’s abstention on Resolution 255 was the moment self-help became the residual option.

1966 and the change of hands

  • Shastri died at Tashkent on 11 January 1966; Bhabha died in an air crash on 24 January. Within a fortnight the programme lost both its most effective political restraint and its most effective scientific advocate.
  • Indira Gandhi came to office without her father’s normative commitments and with a far more instrumental view of the question; she neither announced a weapons programme nor closed the file.
  • Vikram Sarabhai, who succeeded Bhabha, was sceptical of explosives and pushed the establishment back towards development applications, which slowed the work substantially in the later 1960s.
  • Raja Ramanna became the central figure at Trombay — renamed the Bhabha Atomic Research Centre in 1967 — and it was under him that the design work matured into a testable device.

The refusal of the NPT, 1968

  • India refused to sign the Non-Proliferation Treaty, having participated actively in its negotiation and having proposed amendments that were not accepted.
  • Two grounds are enough here, since the treaty’s structure and India’s full case against it belong with the non-proliferation regime material.
    • The 1 January 1967 cut-off made the possession of nuclear weapons lawful for those who had tested by an arbitrary date, which India argued conferred privilege by chronology.
    • The treaty imposed no enforceable disarmament obligation on the five while requiring permanent renunciation from everyone else, and would have required India to disarm in the face of a nuclear-armed neighbour.
  • Article V’s treatment of peaceful nuclear explosions was a specific Indian grievance: the treaty proposed to withhold PNE technology from non-nuclear parties and to supply the service on a commercial basis through the nuclear-weapon states.
    • India’s position was that the benefits of peaceful uses must be a right, not a service, and that the arrangement made technologically capable states into permanent clients.

1974: the peaceful nuclear explosion

1971 and the road to authorisation

  • The 1971 Bangladesh war did more than the 1964 Chinese test to convert a latent option into a decision, because it demonstrated coercion rather than its possibility.
  • Three elements of that year matter for the nuclear question.
    • The Indo-Soviet Treaty of Peace, Friendship and Cooperation of August 1971 gave India cover for the war, but at the cost of the non-aligned self-image and with no guarantee against nuclear coercion as such.
    • The Sino-American rapprochement placed both of India’s principal antagonists on the same side of the ledger, with Pakistan as the intermediary.
    • The despatch of the USS Enterprise task force into the Bay of Bengal in December 1971 was read as nuclear-capable gunboat diplomacy, and became the paradigm case of what happens to a state with no independent capability.
  • Indira Gandhi authorised preparation of a device in September 1972, with hardware fabrication already under way; the authorisation was oral, narrowly circulated, and never taken to the Cabinet.
    • Fewer than a dozen people are thought to have known; the Defence and Foreign Ministers were not among them.
    • The procedure is itself evidence: a choice of this magnitude taken inside the Prime Minister’s office and the establishment, with no inter-departmental assessment, is hard to reconcile with a purely strategic account.

18 May 1974

  • The device was detonated in a shaft at Pokhran in the Rajasthan desert on 18 May 1974, on land held by the Indian Army.
  • Its physical description matters, because much of the later argument turns on it.
    • A plutonium implosion device of roughly 1,400 kg, hexagonal in cross-section, using plutonium separated at Trombay from CIRUS fuel.
    • P.K. Iyengar led the design work and Raja Ramanna headed the project, with Homi Sethna as Commission chairman and R. Chidambaram responsible for the plutonium metallurgy and equation-of-state work.
    • The official yield claim was 12 kilotons, independent seismic estimates 4 to 6 kilotons, and participants later settled on 8 to 10 kilotons — the first instance of a gap repeated in 1998.
  • Ramanna’s coded message to the Prime Minister — “The Buddha is smiling” — supplied the test’s informal name, Smiling Buddha, and its ironic register.
  • Ramanna’s later account is the most quoted piece of evidence in the literature on Indian motives, and it says almost nothing about security.

What the “peaceful nuclear explosion” claim was doing

The PNE label was not a transparent lie and it was not an honest description. It was a legal and political instrument, and it worked simultaneously on three audiences with three different messages — which is exactly why India could neither abandon it nor make it credible.

  • Peaceful nuclear explosions were a real category in 1974, not an Indian invention.
    • The United States ran Operation Plowshare from 1961, and the Soviet Union a larger programme of explosions for canal excavation, gas stimulation and reservoir creation.
    • Article V of the NPT committed the nuclear-weapon states to make PNE benefits available to non-nuclear parties, which conceded the category’s legitimacy.
    • The Peaceful Nuclear Explosions Treaty of 1976 limited such devices to 150 kilotons, and the CTBT of 1996 finally closed the category by banning every nuclear explosion whatever its purpose.
  • Legally, the claim was India’s answer to the peaceful-use undertakings attached to CIRUS and to American heavy water — an explosion for excavation, mining or seismology was on this reading a peaceful use.
    • The argument was thin but not frivolous, since the physics of a device does not distinguish purposes and the treaty language of the 1950s had not anticipated the problem.
    • Canada rejected it outright; the United States concluded that its own agreements had not been breached and continued Tarapur fuel supply for a time.
  • Diplomatically, the claim let India demonstrate capability without accepting the status of a proliferator, and without triggering the response that a declared weapons test would have provoked.
    • It preserved India’s standing as a critic of the nuclear order rather than a defector from it, which mattered to the non-aligned constituency India led.
  • Domestically, it allowed a government that had inherited a moral tradition to claim scientific triumph without repudiating that tradition — Indira Gandhi told Parliament that India’s policy of not making nuclear weapons was unchanged.
    • The cost was that India accepted the sanctions of a weapons test and the constraints of a non-weapon state at once, and got neither the deterrent nor the innocence.

The peaceful nuclear explosion was a category invented to let India be a nuclear power without becoming one, and it delivered the penalties of both positions and the benefits of neither.

The consequences

  • Canada terminated all nuclear cooperation, halting work on the Rajasthan reactors and cutting off heavy water, fuel and spares, on the ground that the 1971 understanding on peaceful use had been breached.
  • The United States progressively restricted supply, and Congress passed the Nuclear Non-Proliferation Act of 1978, which required full-scope safeguards as a condition of nuclear exports and terminated Tarapur fuel supply.
  • Henry Kissinger’s own reaction was less censorious than the public American position suggested; declassified records show him restraining the State Department’s criticism, on the calculation that a rupture with India served no American purpose.
    • The formal American line nonetheless treated the test as a betrayal of Atoms for Peace, since American heavy water had made the plutonium possible.
  • The most consequential result was institutional: the test precipitated the creation of the Nuclear Suppliers Group in 1974–75, a supplier cartel formed to coordinate export controls outside the NPT.
    • Its trigger lists, guidelines and the 2008 waiver belong with the export-control regimes; what belongs here is simply that India’s own test produced the machinery that then constrained it for thirty-four years.
  • India did not follow up. No second test, no weaponisation of the tested design, no delivery programme — which any explanation of the 1974 decision has to account for.

The lost decades, 1974–1995

Testing and then stopping

  • The most striking fact about Indian nuclear policy is the twenty-four-year gap between the first test and the second, and it is the fact most often skated over.
  • Several causes converged, and no single one is sufficient.
    • Ramanna’s own account was that the establishment had proved what it set out to prove and had no political mandate to go further; the device was a demonstration, not the first article of an arsenal.
    • The domestic political collapse of 1975–77 — the Emergency and then Indira Gandhi’s defeat — removed the continuity of authority that a weapons programme needs.
    • Morarji Desai was opposed on principle, halting test preparations and publicly reaffirming that India would not build weapons; under the Janata government the programme lost both money and direction.
    • Sanctions bit hardest exactly where a weapons programme needed help — heavy water, fuel, computing, precision components — so the establishment spent a decade rebuilding capacity rather than extending it.
    • There was, crucially, no weapons programme to pause. India had a device design and separated plutonium; it had no warheads, no delivery system, no doctrine, no command arrangements and no service involvement.
  • The distinction between a device and a weapon is the key to the period: a device is a physics package assembled in a shaft, a weapon one that can be mated to a delivery system and released under authority.

Rebuilding the fuel cycle and building the missiles

  • Dhruva, the indigenously designed 100 MW heavy-water research reactor at Trombay, is the material foundation of the arsenal India eventually built.
    • Construction began in the late 1970s in response to the denial regime; the reactor went critical in August 1985 and reached full power in 1988.
    • Unencumbered by any foreign undertaking, it became the principal source of weapons-grade plutonium, and its delays are one reason the weaponisation decision could not have been implemented earlier.
  • The Integrated Guided Missile Development Programme, approved in 1983 under A.P.J. Abdul Kalam, supplied the other half of a weapon.
    • Prithvi, a liquid-fuelled short-range surface-to-surface missile built at the Defence Research and Development Laboratory, was first flight-tested in 1988.
    • Agni, initially described as a technology demonstrator rather than a weapon system, was first tested in 1989 and grew into the family that carries India’s strategic deterrent.
    • The programme was presented as conventional and dual-capable, which preserved deniability while building precisely the capability a nuclear force requires.
  • The sequence matters: India acquired the means of delivery before deciding what to deliver, which is the reverse of the usual order.

Rajiv Gandhi: weaponisation and the disarmament plan

At first sight the late 1980s present a contradiction. The same Prime Minister who took the most ambitious disarmament proposal of the decade to the United Nations also authorised the conversion of India’s device design into deliverable weapons. The two decisions were taken within roughly two years of each other, and they were not a contradiction at all: they were the two halves of a single conditional position that India had held since 1948.

  • Rajiv Gandhi authorised weaponisation in the late 1980s — the standard dating is 1988–89, following the Pakistani programme’s maturation and the failure of his disarmament initiative.
    • The authorisation covered warhead fabrication and integration with delivery systems, not testing or deployment.
    • It converted India from a state with a design to a state with weapons, without any declaration, doctrine or public acknowledgement.
  • The Action Plan for a Nuclear-Weapon-Free and Non-Violent World Order, presented to the UN General Assembly in 1988, proposed time-bound elimination in phases with binding commitments and verification.
    • Its substance belongs with India’s disarmament diplomacy; what belongs here is its function as the condition attached to the weapons decision.
  • The logic joining them is the Nehruvian conditional restated: India will forgo nuclear weapons if everyone does, and acquire them if they will not.
    • The plan’s rejection was therefore treated in Delhi as removing the last argument against weaponisation, which is how a disarmament initiative became the political precondition for an arsenal.
    • Critics read the sequence less charitably, as moral cover retrofitted to a decision already taken on other grounds.

Brasstacks, 1990, and the acquisition of a deterrent function

  • Two crises turned an undeclared capability into something that functioned as deterrence, without anyone declaring anything.
    • The Brasstacks exercise of 1986–87, an Indian exercise of unprecedented scale near the Pakistan border, produced a mobilisation crisis in which nuclear signalling appeared for the first time in South Asia.
    • The 1990 Kashmir crisis alarmed Washington enough to send a senior emissary to both capitals, and is treated as the moment each government grasped that the other’s capability was real.
  • The significance is behavioural. Neither state had declared a weapon or published a doctrine, yet both were manifestly deterred, and both knew it.
  • This is what made the Indian posture of the 1990s genuinely unusual: deterrence operated on what each side believed the other could assemble, not on the basis of anything either had shown.

Naming the posture: recessed deterrence and non-weaponised deterrence

  • The Indian posture between roughly 1990 and 1998 acquired two competing names, and the difference between them is not merely terminological.
    • “Recessed deterrent”, the formulation associated with Jasjit Singh, described a capability deliberately held back from deployment — components separated, assembly time measured in weeks, no operational force — precisely so that it would deter without provoking.
    • “Non-weaponised deterrence”, the phrase associated with George Perkovich, described the same situation as a virtual arsenal: all the elements present, none assembled, and the timeline to a usable weapon left studiedly ambiguous.
    • Gaurav Kampani argued that neither label fitted the reality, which was better described as nuclear opacity — a low level of weaponisation, a nuclear bureaucracy insulated from the rest of government, and no articulated doctrine at all.
  • The posture had real attractions and one fatal weakness.
    • It delivered deterrence at low cost, avoided an arms race, kept India’s disarmament advocacy credible, and left the option of stepping back.
    • It was unverifiable and therefore unstable in a crisis, since deterrence resting on an adversary’s estimates rather than on demonstrated capability can fail without anyone intending it to.
    • It was also incompatible with a closing international window: an undeclared capability can be legislated out of existence in a way that a declared one cannot.

The aborted test of 1995

  • The Narasimha Rao government prepared for tests in late 1995, with shafts at Pokhran readied and the establishment instructed to be prepared at short notice.
  • American satellite reconnaissance detected the preparations in December 1995, and the United States confronted the Indian government directly with the imagery.
  • The tests were called off under diplomatic pressure, weeks before the government’s term ended.
  • Three conclusions follow, all of them bearing on how 1998 should be read.
    • The decision to test was not the BJP’s alone. A Congress government had authorised it first, which weakens any account resting solely on the ideology of the party that eventually did it.
    • Secrecy became the operational lesson, and the elaborate deception that preceded 1998 — troop movements at night, equipment disguised, a handful of officials informed — was designed against exactly the detection that stopped 1995.
    • The closing treaty window was already the driver in 1995, two and a half years before the government that tested took office.

1998: Operation Shakti

The closing window

  • Two events in the mid-1990s persuaded a wide band of Indian opinion that the option could not be kept open much longer.
    • The indefinite extension of the NPT in 1995 converted what had been a twenty-five-year arrangement into a permanent settlement, freezing the distinction between weapon and non-weapon states with no expiry date.
    • The Comprehensive Nuclear-Test-Ban Treaty of 1996 would have foreclosed testing altogether, and its entry-into-force provision named India among the states whose ratification was required — a treaty the United States itself has signed and never ratified.
  • India refused it and set out its objections at length; the negotiation and the entry-into-force clause belong with the test-ban material, and only the effect on the 1998 calculation belongs here.
  • The window argument was accepted across the Indian spectrum; what divided opinion was whether an option worth keeping was worth exercising.
  • The BJP’s 1998 election manifesto committed the party to exercise the nuclear option and induct nuclear weapons; the government formed in March 1998 acted within eight weeks.
    • The commitment was not new — the party had argued the position since the 1980s — and it was not unique, given that a Congress government had prepared tests in 1995.
    • What was new was a government that treated the commitment as an instruction rather than as a bargaining position.

11 and 13 May 1998

  • Operation Shakti comprised five detonations at Pokhran over three days, conducted with an operational secrecy that defeated American satellite surveillance entirely.
    • On 11 May 1998, three devices: a fission device of about 15 kilotons, a thermonuclear device claimed at about 45 kilotons, and a sub-kiloton device.
    • On 13 May 1998, two further sub-kiloton devices, described as validating computer simulation codes against experimental data.
  • The stated purpose was to give India the data and validated codes to design and certify warheads without further testing — the basis of the moratorium announced immediately afterwards.
  • The scientific leadership was R. Chidambaram for the atomic establishment and A.P.J. Abdul Kalam for the defence research organisation, with K. Santhanam as DRDO’s programme director for the tests.

The thermonuclear yield controversy

The dispute over whether the two-stage device of 11 May actually worked is not a marginal technical quarrel. If the thermonuclear test failed, India’s arsenal is limited to boosted fission weapons in the tens of kilotons, its moratorium rests on unvalidated design codes, and the case for a further test is live. The dispute must therefore be stated as a genuine disagreement rather than resolved in either direction.

  • The official position has been consistent since 1998: the thermonuclear device performed as designed.
    • Its yield was put at roughly 45 kilotons on radiochemical analysis of samples drawn from the shaft, and the combined yield of the 11 May tests at about 58 kilotons — a figure the separately stated component yields do not quite reconcile with.
  • K. Santhanam, who had been DRDO’s programme director for the tests, said publicly in 2009 that the thermonuclear device had fizzled, and with Ashok Parthasarathi set out the case in print.
    • The seismic argument: independent seismological estimates of the combined 11 May yield clustered well below the official figure, and a dedicated seismic array indicated a thermonuclear yield closer to 20 kilotons.
    • The crater argument: the 15-kiloton fission shaft produced a substantial crater, while the shaft said to have contained a 45-kiloton device produced none.
    • The A-frame argument: a heavy steel tripod standing over the thermonuclear shaft survived the test intact, which the critics argued a 45-kiloton explosion at that depth would have destroyed.
  • The rebuttal came from the establishment’s most senior figures — Anil Kakodkar and Chidambaram among them — and turned on method rather than inference.
    • Radiochemical measurement, from samples taken at the point of detonation, is more accurate than seismic estimation, which depends on assumptions about coupling and local geology.
    • Crater formation depends on emplacement depth, and the thermonuclear device was buried substantially deeper than the fission device, so the absence of a crater proves nothing.
    • The government’s formal position, restated in Parliament, was that the tests achieved their objectives in full.
  • Where the argument stands is best stated honestly.
    • The critics were insiders, which makes the claim hard to dismiss as ignorance; the defenders held the primary data, which makes it hard to sustain as fact.
    • No independent adjudication is possible without publishing the radiochemical data, which no government has done.
    • The practical consequence is that the credibility of the two-stage capability rests on assertion, and the argument for resuming testing has never quite gone away in the Indian strategic community.

The declaration and the letter to Clinton

  • Vajpayee announced that India was a nuclear weapon state, and coupled the announcement with two qualifications that have shaped policy ever since: the capability was for self-defence, and the weapons would never be weapons of aggression.
  • His letter to President Clinton, 11 May 1998, leaked within days, is the most revealing single document of the episode because of what it says and what it declines to say.

  • Three features of the letter repay attention.
    • It names neither China nor Pakistan, preserving deniability while leaving no doubt.
    • It offers a security rationale exclusively, which is what a state seeking to be treated as a rational actor rather than a status-seeker would offer.
    • It pledges continued engagement on disarmament and on fissile-material negotiations in the same breath as announcing the tests, which is the conditional Nehruvian position in its final form.
  • The declaration was the decisive act. India had held weapons for roughly a decade; what changed in May 1998 was that India said so, converting an opaque capability into a declared posture requiring a doctrine and a settlement.

Pakistan’s reply

  • Pakistan tested on 28 and 30 May 1998, seventeen days after India’s first tests, claiming six devices and declaring itself a nuclear weapon state.
  • The response had been treated as certain in Delhi and its certainty was part of the calculation, since a Pakistani test confirmed rather than created the situation India had cited as justification.
  • Its consequence was to convert South Asia into the world’s only region of overt, contiguous, mutual deterrence between states with an active territorial dispute, which is the problem the doctrine and deterrence material has to address.
  • International reaction ran the two together: the tests were treated as a single South Asian event, and the hyphenation India had spent decades resisting was restored at a stroke.

The aftermath and the recovery, 1998–2008

Condemnation, sanctions and Resolution 1172

  • Reaction was close to universal: the United States declared itself deeply disappointed, Britain expressed displeasure, Germany called the tests a slap in the face of the states that had signed the test-ban treaty, and Japan imposed sanctions of its own.
  • UN Security Council Resolution 1172, adopted unanimously on 6 June 1998, condemned the tests, demanded an end to further testing, and urged both states to join the NPT and the CTBT without conditions.
    • It recorded that the tests did not confer nuclear-weapon-state status under the NPT, which remains the formal position and which the 2008 arrangements did not alter.
    • India rejected the resolution as an attempt to legislate for a security situation the Council would not otherwise address.
  • American sanctions were automatic under the Glenn Amendment: an end to economic assistance, military sales, credit and guarantees, and opposition to lending by the international financial institutions.
    • Their effect was smaller than expected, partly because India’s economy was less aid-dependent than in earlier decades and partly because diaspora deposits cushioned the balance of payments.
    • Congress began authorising waivers within months, and by 1999 agricultural and then wider categories were being exempted.

The Jaswant Singh–Strobe Talbott dialogue

  • The fourteen rounds of talks between Jaswant Singh and Strobe Talbott, held across seven countries between June 1998 and 2000, are the most consequential Indian diplomatic engagement of the period.
  • The American opening position was a set of four benchmarks.

  • What India refused is more revealing than what it conceded: it would not roll back, cap, or accept any obligation defined by non-signatory status.
  • What the dialogue actually produced was not an agreement but a relationship. The two sides came to understand each other’s constraints, and the American position shifted from reversing the tests to managing their consequences.
  • Talbott’s own account treats the talks as a failure on their stated terms and a success on every other, and the declassified record supports that reading.

Kargil 1999 and the American turn

  • The Kargil conflict of May–July 1999 was the first armed conflict between two overtly nuclear-armed states, and it tested the claim that nuclear weapons make war impossible.
  • India’s conduct was studiedly restrained: the Line of Control was not crossed by ground forces or aircraft, and the operation was confined to recovering the intruded positions.
  • The American position was decisively pro-Indian — Washington demanded Pakistani withdrawal without linking it to the Kashmir dispute, which was without precedent.
  • The episode did more for India’s standing than the diplomacy did, because it demonstrated restraint under provocation, exactly the quality the sanctions regime had assumed India lacked.
  • Its deterrence lessons — the stability–instability paradox, sub-conventional conflict under a nuclear ceiling — belong with the crisis record rather than here.

The erosion of sanctions and the endpoint of the arc

  • Clinton’s visit of March 2000 was the first by an American president in twenty-two years and produced a vision statement that reframed the relationship around convergence rather than proliferation.
  • Sanctions were progressively waived and were substantially lifted in September 2001, when the counter-terrorism agenda after the September attacks overtook the non-proliferation one.
  • The Bush administration completed the reversal, treating India’s rise as an American interest and its nuclear status as a fact to be accommodated rather than a violation to be punished.
  • The arc closes in 2005–08 with the civil nuclear accommodation: a joint statement in July 2005, an India-specific safeguards arrangement, and an exemption from the supplier group’s rules in September 2008.
    • The mechanics of that settlement — the separation plan, the enabling legislation, the bilateral agreement, the safeguards text and the waiver — belong with the civil nuclear material and are not restated here.
    • What belongs here is its meaning for the arc: thirty-four years after being sanctioned for a test, India saw the states that sanctioned it rewrite their rules to accommodate it, without conceding one position held since 1968.

Why India went nuclear: the explanatory literature

No single account of India’s nuclear choices survives contact with the whole record. A security explanation must explain a twenty-four-year gap between tests and an arsenal built without a doctrine; a prestige explanation must explain why a state seeking status waited a decade after acquiring weapons before announcing them. The literature is best read as a set of partial explanations, each strongest where the others are weakest.

Perkovich: domestic politics and the scientific enclave

  • George Perkovich’s account is the most detailed reconstruction of Indian nuclear decision-making and the most damaging to the security explanation.
  • His central claim is that domestic determinants outweighed external threats at every decision point.
    • The atomic energy establishment functioned as an interest group with privileged access, no external audit and a professional stake in demonstrating capability.
    • Individual leaders’ beliefs — Nehru’s, Shastri’s, Desai’s, Rajiv Gandhi’s — moved policy far more than any change in the threat environment, which is why it oscillated.
    • Democratic politics supplied episodic pressure through Parliament and the press, never a sustained constituency for an arsenal.
    • National identity and prestige — the conviction that a civilisation of India’s antiquity should not be a technological dependent — supplied the motive that security assessments did not.
  • The evidentiary core is the programme’s inefficiency: a state responding to threat builds fast and completely, while India built slowly and without the apparatus of a nuclear force.
    • Between 1974 and 1998 there was no strategic assessment of nuclear requirements, no service involvement worth the name, no targeting doctrine and no command system.
    • Perkovich’s inference is that capability accumulated as a by-product of institutional momentum, and that leaders decided episodically what to do with it.
  • Its weakness is that it under-weighs the sequence of 1962, 1964 and 1971, and treats the failed guarantee search as background rather than evidence.

Itty Abraham: the postcolonial state and the making of the bomb

  • Itty Abraham reframes the question. He asks not why India built a bomb but what the programme was doing for the Indian state, and answers that it was doing state-making.
  • The argument’s elements are worth separating.
    • The atomic in postcolonial India was a sign of the modern, and a state defining itself against colonial backwardness needed to possess the most advanced technology of the age.
    • The programme’s secrecy was constitutive rather than incidental: a domain exempt from scrutiny is a demonstration of sovereign capacity, and the 1948 Act created one.
    • Abraham’s term “strategic enclave” names the result — a cluster of scientific and defence-technology institutions insulated from both market and ministry, accountable upward only, and therefore able to set its own direction.
  • The bomb on this reading is not the outcome of a decision at all but the sediment of a decades-long project of demonstrating that the postcolonial state could do what advanced states could do.
  • The account explains what security models cannot: why India built the capability before it had any use for it, and why the decisive arguments were about standing rather than about Chinese or Pakistani forces.
  • Its limit is symmetrical: identity explains capability but not timing. It cannot say why 1974 rather than 1968, or 1998 rather than 1995.

Sagan’s three models applied to India

Scott Sagan’s three models are the standard analytical frame, and India is one of the hardest cases to fit into any one of them.

  • The Indian case is unusual in that the norms model runs in both directions: the environment that made possession a marker of modernity also made non-possession a marker of Indian moral distinctiveness.
    • Nina Tannenwald’s account of a nuclear taboo — a normative inhibition not merely on use but on brandishing these weapons as ordinary instruments of policy — is the sharpest statement of the second direction.
    • India is an unusually strong case for it: a state that acquired the weapons and then adopted a posture whose entire premise is that they cannot be used.
  • Sagan’s own use of the case is instructive: he treats the 1998 decision as evidence against a simple security account, and the volume he edited on South Asia argues that ideology and domestic politics carried the decision.
  • Vipin Narang’s typology names the strategy rather than the motive: India spent decades in hard hedging — explicitly not now, explicitly not never — and moved to overt pursuit only when the option was threatened.

Basrur: minimalism and existential deterrence

  • Rajesh Basrur argues that India’s nuclear behaviour is best understood as minimalism — a settled disposition, not a temporary stage on the way to a larger force.
  • His central distinction is between existential and operational deterrence.
    • Existential deterrence works from the mere fact that weapons exist and might be used; it requires no elaborate force posture, no ready alert and no war-fighting plans.
    • Operational deterrence requires forces sized, deployed and exercised against specific targets, and generates the arms racing that characterised the Cold War.
    • India has consistently behaved as if the first were sufficient, which is why it built weapons and then declined to build a force around them.
  • Basrur grounds the disposition in political culture and learning rather than in resource constraint: Indian decision-makers concluded early that nuclear weapons are political instruments, not usable weapons of war, and have not revised the conclusion.
  • His warning is that minimalism is a choice that must be renewed, and that technological drift, service ambition and adversary behaviour push steadily against it.

Tellis: the force-in-being

  • Ashley Tellis wrote the most detailed assessment of what India would actually build after 1998, and his conclusion was that it would be neither of the two options everyone expected.
  • Not a recessed deterrent, because an undeclared capability could no longer serve after the declaration; not a ready arsenal on alert, because that was neither affordable nor politically acceptable in India.
  • Instead a “force-in-being”: a distributed capability with components held separately in peacetime, under civilian custody, capable of assembly and release within a defined period, and sized for assured retaliation rather than for war-fighting.
  • The formulation explains the doctrine that followed: a force held this way can credibly promise retaliation and cannot credibly promise first use.
  • The doctrine’s own text, the no-first-use debate and the command arrangements belong with the deterrence material; what belongs here is that Tellis predicted the posture from the politics, and was substantially right.

Karnad: prestige, autonomy and the great-power argument

  • Bharat Karnad offers the most thoroughly realist Indian account, and the one most critical of India’s actual choices.
  • His premises are that nuclear weapons are the currency of great-power status, that India’s claim to that status is civilisational as well as material, and that strategic autonomy is unattainable without an independent deterrent of real weight.
  • His critique of Indian policy is that India acquired the weapons and refused the strategy.
    • The arsenal is too small and too unready to support the great-power role India claims.
    • “Minimum” deterrence is a euphemism for underinvestment, and the thermonuclear question has been managed by assertion rather than resolved by testing.
    • India’s restraint has been read abroad as weakness rather than responsibility, and has bought less than its advocates claim.
  • Karnad’s account is the strongest available statement of the prestige explanation held affirmatively — not as a critic’s diagnosis of Indian motives but as an argument for what those motives should be.

Jaswant Singh: nuclear apartheid as the official self-understanding

  • Jaswant Singh’s essay of 1998 is the authoritative statement of how the Indian state understood its own decision, and it is written as history rather than as justification.
  • Its narrative is of fifty years of restraint neither reciprocated nor rewarded — the 1954 standstill proposal, the refusal of the NPT, the option not exercised after 1974, the 1988 plan — against an order that hardened into permanence in 1995.
  • The essay’s organising phrase describes the global regime as a sort of international nuclear apartheid, dividing states into those permitted security through nuclear weapons and those denied it.
  • Its argument compresses into a single sentence of his — that restraint has to arise from strength: India’s restraint before 1998 was the restraint of the weak and therefore carried no weight, while restraint after 1998 would be a choice and would.
  • The essay also completes the official position by insisting that India’s objection is to the treaty’s structure, not to non-proliferation, and by committing India in advance to the moratorium and the export controls that followed.

Bajpai’s critique

  • Kanti Bajpai is the most systematic Indian critic of both the decision and its official rationale.
  • His attack on the nuclear apartheid argument is that it conflates two grievances: a genuine objection to a discriminatory order, and a claim to status that has nothing to do with discrimination.
    • If the objection were to discrimination, the remedy would be disarmament diplomacy, not acquisition, since acquiring weapons ratifies the very hierarchy complained of.
    • The tests, on his reading, entrenched the norm they were meant to contest, and left India defending a position indistinguishable in substance from the one it had spent thirty years attacking.
  • On motives, Bajpai argues that the security case for 1998 does not hold: nothing in the threat environment had changed between 1995 and 1998, and China’s posture towards India had if anything softened.
    • What had changed was the government, and the decision is best explained by the ideological commitments of the party that took it.
  • His wider contribution is the identification of three schools of Indian strategic thoughtNehruvianism, neoliberalism and hyperrealism — differing on the sources of conflict, the utility of force and the possibility of cooperation.
    • The nuclear debate maps onto them almost exactly: Nehruvians favoured the option kept open, hyperrealists an overt and substantial arsenal, and the actual policy has been a negotiated settlement between the two.
    • The scheme also answers Tanham: India has strategic thought in abundance; what it has lacked is an institutional process for converting it into policy.

Tanham and the strategic-culture debate

  • George Tanham’s essay argued that India possesses no tradition of coherent strategic thinking — little written doctrine, no habit of long-range planning, and a policy style that is reactive and personalised.
  • The causes he offered were cultural and historical: a cyclical rather than linear conception of time, social fragmentation, the defensive mentality of a subcontinent shielded by geography, and a colonial inheritance in which strategy was made elsewhere.
  • The thesis has obvious purchase on the nuclear record.
    • India possessed a device for twenty-four years without a weapons programme, and weapons for a decade without a doctrine or a command system.
    • Decisions were taken by individual Prime Ministers with tiny circles of advisers, without inter-ministerial assessment; the pattern held in 1972, in the late 1980s, in 1995 and in 1998.
  • The rejoinders are strong and are more than defensive.
    • Bajpai replies that the absence of American-style doctrinal documents is not the absence of strategic thought, and that India’s schools of thought are identifiable and internally coherent.
    • Rajesh Rajagopalan replies that Indian behaviour has been consistently rational and prudential, and that a policy which produced deterrence at minimum cost is not evidence of strategic incapacity.
    • Jaswant Singh replies that a state which sustained a single conditional position across fifty years and successive governments has demonstrated strategic continuity of an unusual kind.
  • The question whether India’s nuclear policy is driven by cultural belief or by pragmatism is best answered by refusing the disjunction.
    • Raja Menon’s judgment is that India’s doctrine reflects India’s culture more than any calculated strategic choice.
    • Rakesh Sood’s description of India as a reluctant nuclear-armed state captures the same thing from the policy side: a state that acquired the weapons late, minimally and apologetically, and continues to argue for their abolition.
    • The pragmatism shows in what India did: it tested when the window was closing, weaponised when disarmament failed, declared when ambiguity stopped paying, and settled with Washington when the terms were right. Culture set the limits; calculation set the timing.

The strategic-restraint literature

  • A distinct body of work asks not why India built weapons but why it built so few, so slowly, and so unmilitarily.
  • Stephen Cohen and Sunil Dasgupta describe Indian military modernisation as arming without aiming — sustained acquisition unaccompanied by strategic purpose, driven by procurement rather than by planning.
    • Their explanation is structural and deliberate at once: civilian control in India was constructed to keep the military out of strategy, which produced restraint as a by-product of institutional design.
  • Rajesh Rajagopalan’s version treats restraint as rational rather than accidental: a state without existential threats has little use for a large or ready force, and India’s leaders understood this correctly.
  • The restraint literature converges with Basrur’s minimalism on one proposition, which is also the answer to the question of whether India ever perceived an existential threat.
    • Rajagopalan puts that conclusion plainly: India faces no existential threat of the kind Israel and Pakistan face, only the fear of a nuclear attack, and it has built the capacity to answer that fear and no more.

What changed

  • The moral objection was relocated, not abandoned. India stopped applying it to itself and continued applying it to the system, which is why an overtly nuclear India still argues for universal disarmament without embarrassment.
  • Autonomy displaced abolition as the operative value. The 1946 objection to the Baruch Plan and the 1968 objection to the NPT are the same objection, and by 1998 it had become the governing one.
  • Ambiguity stopped paying. For four decades opacity delivered deterrence cheaply; once the regime moved to close the option permanently, an undeclared capability became a capability that could be legislated away.
  • The status argument was vindicated by events. India was sanctioned for the tests and then accommodated without retracting anything, which taught a lesson about the relationship between capability and recognition that Indian diplomacy has not forgotten.

What did not change

  • India has never treated nuclear weapons as usable instruments of war. From Nehru’s renunciation to the declaratory policy of 2003, the weapons have been understood as political instruments whose function is to deny others the use of theirs.

  • The conditional has survived intact. India would give up nuclear weapons in a universal, verifiable and non-discriminatory scheme, and will not give them up otherwise; that is Nehru’s 1948 position, and it remains the official one.

  • That continuity is now under pressure from technology rather than politics. The 2026 assessment of world nuclear forces counts Indian warheads as deployed for the first time, on a submarine conducting occasional patrols, because a sea-based deterrent cannot be kept unassembled.
    • India’s stockpile is assessed at about 190 warheads, now ahead of Pakistan’s, with a third ballistic missile submarine commissioned in 2026.

Conclusion

India did not abandon its principles under pressure; it discovered that they had two components pointing in opposite directions. Nehru wanted a world without nuclear weapons and an India that answered to nobody, and until 1995 both were available. When the order made permanent the arrangement India had refused, autonomy consumed abolition. What survived is the belief that made abolition plausible — that these weapons are not for using.
