What is meant by ‘relative autonomy of State in Marxist analysis? (2012)
Relative autonomy is the Marxist claim that the capitalist state is neither the tool of capitalists nor free of capitalism. It stands apart from particular capitalists and fractions in order to secure the reproduction of the system as a whole; it is only relatively autonomous because that long-run interest, and the economy “in the last instance”, set its limits.
The Idea in Marx and Engels
- Karl Marx, The Eighteenth Brumaire of Louis Bonaparte (1852): in a balance of classes, a divided bourgeoisie let Louis Napoleon Bonaparte’s executive rise above all classes while protecting bourgeois property — “in order to save its purse, it must forfeit the crown.” This is Bonapartism.
- Friedrich Engels (The Origin of the Family, Private Property and the State, 1884) generalised it: when warring classes nearly balance, state power, “as ostensible mediator”, gains a degree of independence from both — as absolute monarchy did between nobility and burghers.
- The concept is therefore Marx’s own, not a later patch.

- Poulantzas is the core. The state organises the quarrelling fractions of capital into a power bloc and disorganises the dominated classes, partly by addressing them as individual citizens. Its autonomy is structural, not accidental.
- In State, Power, Socialism (1978) he went further: the state is the material condensation of a relationship of class forces, so class struggle runs through it.
- Althusser’s economy determines only so remotely that “the lonely hour of the ‘last instance’ never comes.”
What the Concept Explains
- It accounts for what instrumentalism cannot — Factory Acts, antitrust, the welfare state, and the 2008 bank rescues that saved capitalism by overriding capitalists.
- Washington’s 2025 tariffs were imposed over importers’ objections; when a toy importer won Learning Resources, Inc. v. Trump (20 February 2026), the administration re-imposed protection under Section 122 of the Trade Act the same week. The executive pursued an industrial-base strategy against many capitalists, as the CHIPS and Science Act and Inflation Reduction Act (2022) had earlier steered capital to strategic ends.
Indian Applications
- Hamza Alavi (1972): the post-colonial state is overdeveloped, its bureaucratic-military apparatus mediating three propertied classes.
- Pranab Bardhan (The Political Economy of Development in India, 1984): three dominant proprietary classes keep the state autonomous but in stalemate, surplus dissipated in subsidies.
- Lloyd I. Rudolph and Susanne Hoeber Rudolph (In Pursuit of Lakshmi, 1987): a weak-strong state, a “third actor” dominant over fragmented classes yet weak before demand groups. The 2021 repeal of the three farm laws under farmers’ agitation fits both accounts.
- The limit shows in crisis: West Bengal’s Left Front, professing to protect peasants, used police force at Singur and Nandigram to acquire land for industry.
Limits
- Falsifiability: if acting for and against capitalists both confirm the theory, what could refute it?
- Theda Skocpol (Bringing the State Back In, 1985) finds it still society-centred; states can be autonomous actors with goals of their own.
Conclusion
Relative autonomy means the state serves capital’s collective, long-term interest by keeping its distance from capitalists’ immediate ones. It rescued Marxist theory from the committee formula and fits India’s balancing state closely; its elasticity remains the weakness until Marxists specify when autonomy stops being relative.
