The Preamble condenses Jawaharlal Nehru's Objectives Resolution (moved 13 December 1946) and was taken up last, on 17 October 1949, so that it would describe the finished Constitution. K. M. Munshi called it the "horoscope of our sovereign democratic republic". Whether the image fits depends on what a preamble does: foretell, or commit.
