Swaraj joins swa (self) and raj (rule). The word was already a nationalist slogan when M. K. Gandhi took it up in Hind Swaraj (1909), and he gave it a double meaning: rule over oneself as well as rule by one's own people. Independence was one part of it, not the whole.
