Discuss the political philosophy of Hannah Arendt. (2003, 60 Marks)

Hannah Arendt (1906–1975), a German-Jewish émigré stateless from 1937 to 1951, called herself a political theorist, not a philosopher, because philosophy since Plato addressed Man in the singular. One thread runs through her work: plurality, the fact that men, not Man, live on the earth. Each major work defends it against a force that destroys it.

Totalitarianism: Politics Destroyed

In The Origins of Totalitarianism (1951), antisemitism and imperialism crystallised into a new form of government; colonial rule by decree came home to Europe as a boomerang. Nazism and Stalinism rested on ideology and terror over atomised masses, with camps that made human beings superfluous. The stateless showed that the rights of man vanish without membership, so the first right is the right to have rights.

The Vita Activa

The Human Condition (1958) separates three activities of the vita activa:

  • Labour (animal laborans): the cyclical, unfree reproduction of life.
  • Work (homo faber): fabricating a durable world by means and ends.
  • Action: speech and deed among equals, conditioned by plurality and natality, the capacity of each newcomer to begin something new.

Action needs a public realm, a space of appearance where each person discloses who they are. Modernity inverted the hierarchy: the rise of the social turned the nation into a giant household, so administration displaced politics and behaviour displaced action.

Power, Revolution and Authority

  • On Revolution (1963): the American founding built lasting freedom on existing townships; the French was consumed by the social question, and pity led to terror. Liberation is not freedom. The spontaneous councils (1905, 1917, Hungary 1956) are the revolutionary tradition’s lost treasure, crushed each time by parties.
  • On Violence (1970): power is acting in concert, violence is instrumental, and the two are opposites.
  • Between Past and Future (1961): authority is obedience without coercion or persuasion, and it has vanished from the modern world.

Evil and Judgement

Eichmann in Jerusalem (1963) found in Adolf Eichmann not a monster but a careerist incapable of thinking from another’s standpoint: the banality of evil. Bettina Stangneth’s archival work shows he was more ideological than he appeared in court, but thoughtlessness survives as a category, and it led her to judgement as the political faculty.

Critiques

  • Nostalgia and elitism. Bhikhu Parekh (1981) finds a slaveholding polis smuggled in as a norm, and an agonistic, self-selecting elite in the councils.
  • Jürgen Habermas (1977) adopts her communicative concept of power but calls her exclusion of strategic action and economics anti-modern.
  • Feminists. Adrienne Rich called The Human Condition a lofty and crippled book for ignoring women’s labour. Seyla Benhabib (1996) keeps her associational strand but rejects the rigid public–private line.
  • Little Rock. “Reflections on Little Rock” (1959) opposed enforced school desegregation as a “social” matter, exposing what her boundary does to racial subordination.
  • The social question. B. R. Ambedkar‘s “life of contradictions” warned that political equality cannot survive social inequality. A politics that excludes poverty fits a privileged few.

Relevance

  • The Emergency (1975–77). The Shah Commission found officials obeying oral orders and ante-dating detentions: thoughtlessness without monsters. The 1977 vote withdrew power from those holding the instruments of violence.
  • The Assam NRC (2019) left about 19 lakh people outside the final list. It poses her right to have rights directly.
  • Post-truth politics and V-Dem’s 2026 finding that most people now live in autocracies revive her warnings on lying and loneliness.

Conclusion

Arendt’s system is weakest in its boundaries: the social is excluded and the Greek model idealised. Her strength is a vocabulary of plurality, natality, power and judgement that tells us what is lost when politics becomes administration, violence or ideology.
