“Educational development is the only Panacea for all the country’s ills and evils.” Critically examine the above statement with reference to NEP-2020. (2025, 20 Marks)
The statement carries a defensible claim inside an indefensible word. Education is indeed the most widely distributed instrument of change a poor democracy possesses; but “only” converts an instrument into a cure, and sociology has spent a century showing that schooling reflects the social structure at least as much as it reforms it. The National Education Policy, 2020 — the first full policy since 1986 — is the best contemporary test of both halves of the proposition.
The strongest case for educational development
- Value transformation. Émile Durkheim treated schooling as the institution that transmits a secular collective morality beyond kin and caste. NEP-2020’s insistence on scientific temper, constitutional values and a curriculum without a hard arts/science/vocational divide attacks precisely the manual–mental hierarchy that historically mapped onto varna.
- Ascription to achievement. Talcott Parsons saw the school as the bridge to universalistic evaluation. NEP-2020’s four-year undergraduate degree, the Academic Bank of Credits and the Common University Entrance Test standardise entry and credit, loosening the hold of institutional pedigree.
- Capability. For Amartya Sen and Jean Drèze (An Uncertain Glory, 2013), schooling and health are the foundations of substantive freedom. NEP-2020’s foundational literacy and numeracy mission and the 3–6 age group brought inside the 5+3+3+4 structure target the stage where class gaps first open.
- Measurable gains. AISHE 2023-24 records 4.50 crore in higher education, a Gender Parity Index of 1.08 and Scheduled Tribe enrolment up 75.7% since 2014-15; UDISE+ 2024-25 counts over one crore school teachers for the first time.
Why education alone cannot be a panacea
Reproduction, not only transformation. Pierre Bourdieu argued that schools reward the cultural capital the dominant already own, legitimising inequality as merit; Samuel Bowles and Herbert Gintis add the correspondence between school discipline and workplace hierarchy. NEP-2020’s digital delivery deepens this: TRAI’s Q1 2026 figures show rural internet penetration at 48.31 per 100 against 126.80 in urban India, so online credit transfer redistributes advantage upward. Satish Deshpande has shown how “merit” in Indian higher education silently encodes upper-caste inheritance.
Structural limits outside the school. Education cannot create the jobs it qualifies people for. PLFS 2025 reports 56.2% of workers self-employed and female labour force participation at 40.0% — credentials meeting an informal economy. PMKVY has trained over 1.65 crore candidates for a placement rate of roughly 7% (September 2026). A. R. Desai made this point structurally: education was never geared to altering the distribution of property and power, so it circulates individuals without redistributing.
The policy’s own gaps. The Higher Education Commission of India remains unlegislated six years on; the 6%-of-GDP target, first set by the Education Commission (1964–66), is still unmet; multiple exit can become an exit door for first-generation learners. The three-language formula and PM-SHRI were rejected by Tamil Nadu, Kerala and West Bengal, with Samagra Shiksha funds withheld in 2024-25 — a reminder that education sits on the Concurrent List and that policy is contested politics, not neutral uplift. ASER 2024’s finding that 23.4% of Class 3 children in rural government schools read a Class 2 text shows the learning deficit the policy inherited.
Conclusion
Educational development is a necessary and unusually powerful instrument, but a dependent one: it converts into social change only where land, employment, health and political voice move with it. NEP-2020 is best read not as a panacea but as a well-designed lever whose fulcrum — public finance and federal consent — has not yet been secured.
