Crisis of Development: Displacement, Environmental Problems, and Sustainability

What Development Is, and Why It Generates a “Crisis”

  • Development is the stage at which human knowledge and skill are used to relieve a society from the constraints of the natural environment and to reshape that environment for human advantage — extracting minerals, harnessing water for power, and transforming land for transport and industry. Its defining characteristics include modifying the natural environment for human benefit, deploying technological and economic capability toward measurable social benefit, driving a shift from simplicity to complexity in social organisation, deepening the division of labour and specialisation, and, per Amartya Sen’s influential reframing, expanding the substantive freedoms available to people — not merely raising output.
  • Development, however necessary for progress, cannot proceed without altering land use and erecting new structures — which typically requires displacing the land’s existing users. Where this is not done with the free will and genuine convenience of those displaced, it generates what this literature calls development-induced displacement: in short, the “crisis of development.” Any account of development that only counts its aggregate benefits, without also tracking who specifically bears its costs, is analytically incomplete — a distinction between “citizens” who benefit from and celebrate development and “sub-citizens” who are victimised by it runs through nearly every instance of this crisis, since a given project’s costs and benefits are rarely distributed across the same population.
  • Any developmental model should, on John Rawls’s principle of justice, be evaluated by how it treats its least-advantaged members, not by its aggregate output alone — a standard against which much of India’s post-independence development record, examined below, falls visibly short.

Displacement: Meaning, Types, and Scale

  • Development-induced displacement describes the process by which government acquires land for a development purpose (a dam, power plant, road, railway, or industrial zone), compensates the existing occupants in some form, and then removes them — by force where they do not vacate willingly. Displacement is analytically distinct from migration: migration follows an individual’s free will in pursuit of their own advantage, while displacement is imposed by the state.
  • India’s displacement can be sorted into four broad categories: political displacement (secessionist conflict and its associated violence — the Naga and Assam movements in the north-east, or the displacement of Kashmiri Pandits, estimated at around 250,000, amid Kashmir’s continuing militancy); identity-based/autonomy-movement displacement (as with the “cleansing” of non-Bodo communities from the Bodo Autonomous Council area of western Assam); localised violence (caste disputes in Bihar and Uttar Pradesh, urban religious rioting, or “son-of-the-soil” exclusion of non-indigenous residents, as against the Chakmas in Arunachal Pradesh); and environmental/development-induced displacement proper — the population uprooted by dams, mines, industrial projects, and protected wildlife areas.
    • Of this last category, Indian Social Institute figures put the scale at roughly 21.3 million development-induced internally displaced persons, broken down as 16.4 million from dams, 2.55 million from mining, 1.25 million from industrial development, and 0.6 million from wildlife sanctuaries and national parks — figures that, more recent scholarship suggests, may already have been an undercount even at the time, with cumulative displacement across the post-independence decades now estimated at closer to 50 million people, of whom Scheduled Tribes — just 8.6% of India’s population — account for a disproportionate 40%.
  • Dams specifically have been an especially concentrated source of controversy: the Central Water Commission records over 3,300 dams built since independence, with roughly 1,000 more historically under construction; a study of 54 large dams by the Indian Institute of Public Administration found the average large dam displaces over 44,000 people. Landmark cases include the Pong Dam, which displaced over 21,000 families still awaiting adequate rehabilitation decades on, and the Sardar Sarovar Dam on the Narmada, whose projected displacement of roughly 200,000 people and troubled implementation record led the World Bank to cancel further lending in 1993, citing the Indian government’s failure to meet even basic conditions on identifying the displaced and preparing resettlement plans.
  • Natural-disaster-induced displacement compounds development-induced displacement rather than sitting wholly apart from it: India has been identified as the world’s most flood-affected country after Bangladesh, with over 30 million people displaced by floods in an average year, and flood-affected area rising from roughly 6.4 million hectares annually in the 1950s to 9 million hectares by the 1980s — a rise ironically linked in part to the same dam and embankment infrastructure built to control flooding, since embankments have disrupted natural floodplain drainage and dams are now themselves cited as a contributing cause of downstream flooding in some cases. Unlike displacement from a named project, this “natural” category tends to vanish from public record almost immediately after the initial relief effort, leaving it silent, acute, and recurrent rather than visible and one-off.

Rehabilitation: Policy Gaps and Institutional Response

  • India’s rehabilitation framework has long been structurally weak. The colonial-era Land Acquisition Act, 1894 — in force for over a century after independence — emphasised cash compensation for loss rather than genuine reconstruction of displaced persons’ livelihoods, and successive governments took the position that rehabilitation would not be a primary consideration in acquiring land for a loosely and non-transparently defined “public purpose.” This was substantially superseded by the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act, 2013, which introduced mandatory social-impact assessment, consent requirements for private and PPP projects, and more structured rehabilitation entitlements — though implementation gaps persist, and dam- and mine-affected communities continue to report, into 2025-26, unclear compensation timelines and inadequate livelihood-restoration planning even under this stronger legal framework.
  • India has no dedicated national policy or legal framework for either cross-border refugees or internally displaced persons (IDPs) as such — the country has not ratified the 1951 Refugee Convention or its 1967 Protocol, and UNHCR has historically been denied access to most refugee groups on Indian soil, leaving the granting of refugee status to political discretion rather than settled law. Even India’s own Draft National Policy for Rehabilitation, framed by the Ministry of Rural Development, addresses only displacement arising from land acquisition specifically, disregarding IDPs displaced by human-rights violations, communal or ethnic violence, or other non-acquisition causes entirely.
  • Genuine rehabilitation, on the model this literature recommends, needs to be multi-dimensional: covering the entire affected community (landless labourers as well as landowners, the houseless as well as householders, forest-dwellers and the unemployed alike), addressing the socio-cultural cost of displacement specifically (not only its economic cost), and building durable capability — skill upgrading, asset accumulation, and social capital — rather than a one-time cash payment. Concrete measures repeatedly proposed include independent expert evaluation before project approval to minimise the number of people displaced, honest and efficient project execution to avoid the delays that compound displaced communities’ hardship, guaranteed employment (not just compensation) for the displaced, and deliberate dispersal of industrial development rather than its concentration in a small number of high-displacement zones.

Environmental Problems: Concepts and Causes

  • Environmental degradation refers to an overall lowering of environmental quality caused by adverse human alteration of the environment’s basic structural components, to an extent that affects biological communities broadly — a concept related to, but analytically distinct from, environmental pollution: pollution (alongside natural hazards and disasters) is better understood as a cause of degradation, not a synonym for it.
  • The causes of environmental degradation are, on this account, substantially the by-products of the same technological and economic growth that constitutes “development” in the first place: growing human population, industrial and factory expansion, urbanisation and the slums it generates, deforestation for agricultural conversion, heavy chemical and fertiliser use degrading soil quality, and large dam and reservoir construction disturbing local geological equilibrium.
  • The social and political system within which environmental questions arise shapes how they are perceived and addressed: capitalist systems, oriented around continual profit maximisation, treat natural resources as inputs to be extracted at ever-increasing scale, since “no amount of profit is enough” under this logic; socialist systems have historically emphasised the social importance of natural resources more explicitly, though neither system, in practice, has proven immune to resource overexploitation. The school of social ecology captures this divergence at the level of specific social groups rather than whole economic systems: capitalists may perceive the environment chiefly as extractable wealth, while many tribal communities have historically treated it as something closer to a trust to be sustainably used, preserved, and passed on.
  • Modern consumerism compounds the structural pressures above at the level of everyday behaviour: once a society comes to believe, as a matter of internalised social value, that greater consumption equals greater happiness, consumption becomes an end in itself, generating effectively unlimited demand that governments frequently reinforce (rather than restrain) by actively promoting spending to stimulate growth. Ulrich Beck’s concept of the “risk society” frames the underlying technological dynamic: every historical era develops new technology to harness the environment, but increasingly complex technology carries a correspondingly higher risk of catastrophic error, and modern societies nonetheless continue deploying such technology on the optimistic assumption that future innovation will compensate for present harm — in effect, consciously “risking” environmental and social stability on the promise of a fix that has not yet arrived. Einstein’s own warning — that “our very civilisation is like the axe in the hand of the pathological criminal” — captures the same underlying anxiety in blunter terms.

Toward Sustainability

  • Sustainability can be defined as the balance between developmental needs and the carrying capacity of nature — and, crucially, cannot be pursued in isolated national or regional pockets, since ecological processes are inherently global: the loss of tropical rainforest in South America, for instance, measurably affects biodiversity worldwide regardless of where the loss occurs. Environment, economy, and community are consequently understood as integrated and interdependent domains that cannot be optimised for in isolation from one another — a coal-extraction project, for example, needs ecosystem-preservation measures built into its planning stage, typically through an Environmental Impact Assessment (EIA), rather than treated as an afterthought once economic returns are secured.
  • Concrete policy directions recur across this literature: a genuinely enforced National Industrial Policy that treats environmental protection as a national interest rather than a constraint on growth; regulated rather than unchecked urban expansion; mandatory vehicular pollution-control technology; revised urban sewage treatment before discharge into water bodies; separated collection and recycling systems for non-biodegradable waste; sustained public “save environment” campaigns; forest conservation paired with the practical discipline of “plant a tree before cutting one”; dedicated public financing for environmental protection at the local-body level; and environmental-awareness education built into school and college curricula from an early age, following UNEP’s own 1977 emphasis on the importance of formal environmental education.
  • At the policy-instrument level, the Clean Development Mechanism under the Kyoto Protocol and domestic measures such as solar-water-heater subsidies illustrate how regulatory design can actively promote green technology while discouraging ecologically damaging alternatives; CNG-powered public transport in Delhi is a frequently cited domestic example of sustainability achieved through a specific, targeted policy intervention rather than broad exhortation alone. Sustainability initiatives, on this account, work best when pursued at both ends simultaneously — global coordination through bodies such as UNEP and international climate frameworks on one hand, and genuinely local, bottom-up solutions (traditional ecological knowledge, small-scale check dams for groundwater recharge) implemented by the communities actually affected, rather than imposed as prescriptions from above, on the other. Indira Gandhi’s own framing remains a fitting summary of the underlying ethic: “modern man must re-establish his unbroken link with nature and with life… we can take from the earth and atmosphere only so much as we put back into them.”

Contemporary Developments

  • The Forest Rights Act, 2006, intended to reconcile tribal and forest-dweller livelihood claims with conservation objectives — precisely the kind of integrated environment-economy-community balance this article has argued for — has faced sustained institutional pressure through 2024-25: government notifications have expanded state governments’ power to divert forest land for infrastructure while exempting such diversions from public hearings, and a 2025 joint circular directing forest officers to “assist” (read by critics as “supervise”) Gram Sabhas in community forest management has been read by environmental and tribal-rights groups as diluting the Act’s core promise of Gram Sabha authority over forest-land use decisions. Separately, over 11.8 lakh individual and community forest-rights title claims have been rejected by state governments nationally, prompting Supreme Court eviction orders that were subsequently stayed pending further review — an unresolved legal fault line that sits precisely at the intersection of displacement, environment, and tribal rights this article has traced throughout.
  • India’s climate and sustainability commitments have continued to evolve on the international stage: having declared a net-zero target of 2070 at COP26 (2021), India entered COP30 in Belém, Brazil (November 2025) emphasising climate adaptation finance for developing countries specifically, even as domestic allocation for its own flagship climate-adaptation scheme has reportedly gone unfunded for two consecutive years — a gap between international positioning and domestic budgetary follow-through that mirrors this article’s broader argument about the distance between developmental rhetoric and displaced or environmentally affected communities’ lived experience. India’s installed renewable-energy capacity had reached roughly 242.78 GW by mid-2025 (out of a total installed capacity of 484.82 GW), and the government has committed to submitting a revised Nationally Determined Contribution (NDC) covering the period to 2035, alongside newly launched Nuclear and Green Hydrogen missions intended to accelerate progress toward the 2070 target.
  • The January 2023 land-subsidence crisis in Joshimath, Uttarakhand — where unregulated construction and hydropower/road tunnelling proceeded without adequate geological assessment, cracking and destabilising the town — remains the most widely cited recent illustration of this article’s central argument: development proceeding without adequate ecological assessment imposes costs on a resident population that had essentially no voice in the underlying project decisions, precisely the “citizens versus sub-citizens” asymmetry this article opened with.
