While the Speaker is expected to conduct business impartially,\u00a0<strong>resignation from the party is not mandated by the Constitution.<\/strong><\/li>\n<\/ul>\n\n\n\n<h6 class=\"wp-block-heading\" id=\"role-of-the-speaker\">Role of the Speaker<\/h6>\n\n\n\n<ul class=\"wp-block-list\">\n<li>About\u00a0<strong>Speaker:<\/strong>\n<ul class=\"wp-block-list\">\n<li>The Speaker is the\u00a0<strong>constitutional and ceremonial head<\/strong>\u00a0of the House.<\/li>\n\n\n\n<li>Each House of Parliament has its<strong>\u00a0own presiding officer.<\/strong><\/li>\n\n\n\n<li>There is a<strong>\u00a0Speaker and a Deputy Speaker<\/strong>\u00a0for the Lok Sabha and a\u00a0<strong>Chairman and a Deputy Chairman<\/strong>\u00a0for the Rajya Sabha.<\/li>\n\n\n\n<li>The Speaker is<strong>\u00a0assisted by the Secretary-General of the Lok Sabha<\/strong>\u00a0and senior officers of the Secretariat on parliamentary activities, practice and procedure.<\/li>\n\n\n\n<li>In the<strong>\u00a0absence of the Speaker<\/strong>, the\u00a0<strong>Deputy Speaker<\/strong>\u00a0discharges the\u00a0functions.\n<ul class=\"wp-block-list\">\n<li>A member from the\u00a0<strong>panel of Chairmen<\/strong>\u00a0presides over the House in the absence of both the Speaker and the Deputy Speaker. However, member of the<strong>\u00a0panel of chairpersons cannot preside<\/strong>\u00a0over the house, when the\u00a0<strong>office of the Speaker or the deputy speaker is vacant<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Election:<\/strong>\n<ul class=\"wp-block-list\">\n<li>The House\u00a0<strong>elects<\/strong>\u00a0its presiding officer by a\u00a0<strong>simple majority<\/strong>\u00a0of members\u00a0present, who vote in the House.<\/li>\n\n\n\n<li>Usually, a\u00a0<strong>member belonging to the ruling party<\/strong>\u00a0is elected as speaker whereas deputy speaker is elected from opposition party .\n<ul class=\"wp-block-list\">\n<li>There are also\u00a0<strong>instances when members not belonging to the ruling<\/strong>\u00a0party were elected to the office of the Speaker.\n<ul class=\"wp-block-list\">\n<li><strong>GMC Balayogi and Manohar Joshi belonging to the non-ruling party\u00a0<\/strong>served as the Speaker in the 12th and 13th Lok Sabha.\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><mark>When the\u00a0<strong>Lok Sabha\u00a0is dissolved<\/strong>, the\u00a0<strong>Speaker remains in his office till the\u00a0first meeting\u00a0<\/strong>of the new assembly when the new speaker is elected.<\/mark><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Removal:<\/strong>\n<ul class=\"wp-block-list\">\n<li>The Constitution has given the Lower House authority to remove the\u00a0Speaker if needed.\n<ul class=\"wp-block-list\">\n<li><mark>The House can remove the Speaker through a resolution with notice of 14 days, passed by an\u00a0<strong>effective majority<\/strong>\u00a0(more than 50% of the\u00a0<strong>effective strength<\/strong>\u00a0(total strength-vacancies) of the house present and voting) as per\u00a0<strong>Articles 94\u00a0<\/strong>of the Indian Constitution.<\/mark><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Speaker can\u00a0<strong>also be removed<\/strong>\u00a0on getting disqualified from<strong>\u00a0being a Lok\u00a0<\/strong><strong>Sabha member<\/strong>\u00a0under\u00a0<strong>sections 7 and 8\u00a0<\/strong>of the Representation of the\u00a0People Act, 1951.<\/li>\n\n\n\n<li>A speaker can also give his<strong>\u00a0resignation to a\u00a0Deputy Speaker<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Sources of Power and Duties:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>The Speaker of the Lok Sabha<strong>\u00a0derives his powers and duties<\/strong>\u00a0from three sources:\n<ul class=\"wp-block-list\">\n<li>Constitution of India,\u00a0<\/li>\n\n\n\n<li>Rules of Procedure and Conduct of Business of Lok Sabha,<\/li>\n\n\n\n<li>Parliamentary Conventions (residuary powers that are unwritten or unspecified in the rules)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Provisions to Ensure Independence and Impartiality of Speaker:<\/strong>\n<ul class=\"wp-block-list\">\n<li>He is provided with a<strong>\u00a0security of tenure<\/strong>.
