Members include<strong>\u00a0Chief Ministers(CMs) of all States, CMs of Union Territories<\/strong>\u00a0having a Legislative Assembly and\u00a0<strong>Administrators of UTs<\/strong>\u00a0not having a Legislative Assembly, and\u00a0<strong>6 Union Ministers of Cabinet rank, nominated by the Prime Minister,<\/strong>\u00a0are also part of the ISC.\n<ul class=\"wp-block-list\">\n<li>The Presidential Order of 1990 has been amended twice, first in 1990 and then in 1996, to allow the\u00a0<strong>Governor\u00a0of a State under President\u2019s rule<\/strong>\u00a0to attend the meeting of the ISC and for the\u00a0<strong>Chairman to nominate permanent invitees<\/strong>\u00a0from amongst the other Union Ministers, respectively.\u00a0<\/li>\n\n\n\n<li>In the second meeting of the ISC held in 1996, the Council decided to set up a<strong>\u00a0Standing Committee for continuous consultation<\/strong>\u00a0and processing of matters for consideration of the Council.\n<ul class=\"wp-block-list\">\n<li>Accordingly, a\u00a0<strong>Standing Committee\u00a0<\/strong>was set up under the\u00a0<strong>Chairmanship of the Home Minister\u00a0<\/strong>and has been reconstituted from time to time with the approval of the Chairman of the Council.\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Secretariat:\u00a0<\/strong>The\u00a0<strong>Inter-State Council Secretariat(ISCS)<\/strong>\u00a0in New Delhi was established in 1991 and is headed by a\u00a0<strong>Secretary to the Government of India<\/strong>.\n<ul class=\"wp-block-list\">\n<li>The secretarial functions of the\u00a0<strong>Zonal Councils<\/strong>\u00a0have been transferred to the ISCS since 2011.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Benefits:<\/strong>\u00a0Policies developed through ISC deliberation would hold<strong>\u00a0greater social legitimacy,<\/strong>\u00a0enhancing acceptance among states and reducing friction.\n<ul class=\"wp-block-list\">\n<li>The ISC maintains the<strong>\u00a0balance of power between the Union and states,\u00a0<\/strong>preventing dominance by either side. It ensures that Union decisions align with the\u00a0<strong>constitutional framework and federal principles,<\/strong>\u00a0especially during reforms like\u00a0<strong>Goods and Services Tax (GST)\u00a0or\u00a0demonetization<\/strong>\u00a0that may strain Union-state relations.\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h6 class=\"wp-block-heading\" id=\"zonal-councils\">Zonal Councils<\/h6>\n\n\n\n<ul class=\"wp-block-list\">\n<li><mark>Zonal Councils are the\u00a0<strong>statutory (and not the constitutional) bodies.<\/strong><\/mark>\n<ul class=\"wp-block-list\">\n<li><mark>They are established by an\u00a0<strong>Act of the Parliament, that is,\u00a0States Reorganisation Act of 1956.<\/strong><\/mark><\/li>\n\n\n\n<li>The act divided the country into\u00a0<strong>five zones- Northern, Central, Eastern, Western and Southern<\/strong>\u00a0and provided a zonal council for each zone.<\/li>\n\n\n\n<li>While forming these zones,\u00a0<strong>several factors have been taken into account which include:<\/strong>\n<ul class=\"wp-block-list\">\n<li>The natural divisions of the country.<\/li>\n\n\n\n<li>The river systems and means of communication.<\/li>\n\n\n\n<li>The cultural and linguistic affinity.<\/li>\n\n\n\n<li>The requirements of economic development, security and law and order.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><mark>In addition to the above mentioned Zonal Councils, a\u00a0<strong>North-Eastern Council was created by a separate Act of Parliament,<\/strong>\u00a0the North-Eastern Council Act of 1971.<\/mark>\n<ul class=\"wp-block-list\">\n<li>Its members include\u00a0<strong>Assam, Manipur, Mizoram, Arunachal Pradesh, Nagaland, Meghalaya, Tripura and Sikkim<\/strong>.<\/li>\n\n\n\n<li>These are<strong>\u00a0advisory bodies that make recommendations with regard to any matter of common interest<\/strong>\u00a0in the field of economic and social planning between the Centre and States border disputes, linguistic minorities, inter-State transport or matters connected with the reorganisation of States.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Composition:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>The Northern Zonal Council:<\/strong>\u00a0It comprises the States of Haryana, Himachal Pradesh, Jammu &amp; Kashmir, Punjab, Rajasthan, National Capital Territory of Delhi and Union Territory of Chandigarh,<\/li>\n\n\n\n<li><strong>The Central Zonal Council:<\/strong>\u00a0It comprises the States of Chhattisgarh, Uttarakhand, Uttar Pradesh and Madhya Pradesh,<\/li>\n\n\n\n<li><strong>The Eastern Zonal Council:<\/strong>\u00a0It comprises the States of Bihar, Jharkhand, Orissa, Sikkim and West Bengal,<\/li>\n\n\n\n<li><strong>The Western Zonal Council:<\/strong>\u00a0It comprises the States of Goa, Gujarat, Maharashtra and the Union Territories of Daman &amp; Diu and Dadra &amp; Nagar Haveli,<\/li>\n\n\n\n<li><strong>The Southern Zonal Council:<\/strong>\u00a0It comprises the States of Andhra Pradesh, Karnataka, Kerala, Tamil Nadu and the Union Territory of Puducherry.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Organizational Structure:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Chairman:<\/strong>\u00a0The Union Home Minister is the Chairman of each of these Councils.<\/li>\n\n\n\n<li><strong>Vice Chairman:<\/strong>\u00a0The Chief Ministers of the States included in each zone act as Vice-Chairman of the Zonal Council for that zone by rotation, each holding office for a period of one year at a time.<\/li>\n\n\n\n<li><strong>Members:<\/strong>\u00a0Chief Minister and two other Ministers as nominated by the Governor from each of the States and two members from Union Territories included in the zone.<\/li>\n\n\n\n<li><strong>Advisers:<\/strong>\u00a0One person nominated by the Planning Commission (now NITI Aayog) for each of the Zonal Councils, Chief Secretaries and another officer\/Development Commissioner nominated by each of the States included in the Zone.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Objectives:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Bringing out\u00a0<strong>national integration.<\/strong><\/li>\n\n\n\n<li><strong>Arresting the growth of acute State consciousness<\/strong>, regionalism, linguism and particularistic tendencies.<\/li>\n\n\n\n<li>Enabling the\u00a0<strong>Centre and the States to co-operate and exchange ideas<\/strong>\u00a0and experiences.<\/li>\n\n\n\n<li>Establishing<strong>\u00a0a climate of co-operation amongst the States<\/strong>\u00a0for successful and speedy execution of development projects.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Functions of the Councils:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Any matter of\u00a0<strong>common interest in the field of economic and social planning,<\/strong><\/li>\n\n\n\n<li>Any matter<strong>\u00a0concerning border disputes<\/strong>, linguistic minorities or inter-State transport,<\/li>\n\n\n\n<li>Any matter connected with or\u00a0<strong>arising out of, the reorganization of the States<\/strong>\u00a0under the States Reorganisation Act.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h6 class=\"wp-block-heading\" id=\"national-security-council\">National Security Council<\/h6>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Establishment:<\/strong>\u00a0The NSC was established in 1998 by the government of then Prime Minister\u00a0<strong>Atal Bihari Vajpayee<\/strong>\u00a0following\u00a0<strong>nuclear tests<\/strong>\u00a0by India and Pakistan. It is the apex body for national security management in India.\n<ul class=\"wp-block-list\">\n<li>Prior to the formation of the NSC, the functions related to national security were carried out by the\u00a0<strong>Principal Secretary to the Prime Minister.<\/strong><\/li>\n\n\n\n<li>It operates under a three-tier structure i.e.\u00a0<strong>Strategic Policy Group (SPG), National Security Advisory Board (NSAB) and National Security Council Secretariat (NSCS).<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Three-tier Structure of NSC:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Strategic Policy Group (SPG):<\/strong>\u00a0The SPG is chaired by the\u00a0<strong>Cabinet Secretary,<\/strong>\u00a0consisting of serving senior officials responsible for policy-making and for follow up action in matters concerning national security.\n<ul class=\"wp-block-list\">\n<li>It includes the\u00a0<strong>Chiefs of the Armed Forces,<\/strong>\u00a0the Intelligence Bureau and the Research and Analysis Wing\u00a0(R&amp;AW). Its main task is to make policy recommendations to the NSC.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>National Security Advisory Board (NSAB):<\/strong><strong>\u00a0<\/strong>\u00a0It includes senior retired officials, academics, and experts from civil society.\n<ul class=\"wp-block-list\">\n<li>It provides\u00a0long-term analysis and policy recommendations\u00a0on national security issues to the NSC, covering areas like Internal and External Security, Foreign Affairs, Defence, Science &amp; Technology, and Economic Affairs.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>National Security Council Secretariat (NSCS)<\/strong>: It is overseen by the Prime Minister, operates with\u00a0<strong>NSA as its secretary,<\/strong>\u00a0and serves as the apex body for all matters concerning internal and external security.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Heads:\u00a0The NSC is headed by the\u00a0Prime Minister of India. The NSA acts as the secretary of the NSC and also as the primary advisor to the prime minister. The\u00a0headquarters of the NSC is located in New Delhi.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Ajit Doval is the current NSA, serving a third term. He is the longest-serving NSA in India\u2019s history, with a tenure of over 10 years.\u00a0<strong>Brajesh Mishra served as the country\u2019s first NSA.\u00a0\u00a0<\/strong><\/li>\n\n\n\n<li>The\u00a0<strong>Appointments Committee of the Cabinet (ACC)<\/strong>\u00a0in India appoints top government positions. It is chaired by the\u00a0<strong>Prime Minister and the Minister of Home Affairs.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The committee processes proposals for senior government appointments and makes decisions on positions such as the<strong>\u00a0National Security Advisor.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>NSC Members:\u00a0<\/strong>Besides the NSA, it includes\u00a0<strong>Deputy NSA and additional NSA,\u00a0<\/strong>Ministers of Defence, External Affairs, Home Affairs, and Finance of the Government of India, and the Vice Chairman of the\u00a0<strong>NITI Aayog (National Institution for Transforming India)<\/strong>.
