The joint sitting of the Parliament is\u00a0<strong>called by the President and is presided over by the Speaker or, in his absence, by the Deputy Speaker of the Lok Sabha<\/strong>\u00a0or in his absence, the Deputy-Chairman of the Rajya Sabha.\n<ul class=\"wp-block-list\">\n<li>The Chairman doesn\u2019t preside over the joint session at any means\/cost.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Conditions of Deadlock<\/strong>: A deadlock is deemed to have taken place under any one of the following three situations:\n<ul class=\"wp-block-list\">\n<li>If the\u00a0<strong>bill is rejected by the other House.<\/strong><\/li>\n\n\n\n<li>If the<strong>\u00a0Houses have finally disagreed<\/strong>\u00a0as to the amendments to be made in the bill.<\/li>\n\n\n\n<li>If\u00a0<strong>more than six months have elapsed from the date<\/strong>\u00a0of the receipt of the bill by the other House without the bill being passed by it.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Applicability:<\/strong>\u00a0The provision of joint sitting is applicable to ordinary bills or financial bills only and\u00a0<strong>not to money bills or Constitutional amendment bills.<\/strong>\n<ul class=\"wp-block-list\">\n<li>In the case of a money bill, the Lok Sabha has overriding powers, while a Constitutional amendment bill must be passed by each House separately.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Summons to members<\/strong>: The\u00a0<strong>Secretary-General<\/strong>\u00a0shall issue summons to each member specifying the time and place for a joint sitting.<\/li>\n\n\n\n<li><strong>Time of sitting<\/strong>: The duration and adjournment of the joint sitting shall be\u00a0<strong>determined by the Speaker.<\/strong><\/li>\n\n\n\n<li><strong>Quorum:<\/strong>\u00a0The\u00a0<strong>quorum to constitute a joint sitting<\/strong>\u00a0is\u00a0<strong>one-tenth of the total number of members<\/strong>\u00a0of the two Houses.<\/li>\n\n\n\n<li><strong>Procedure<\/strong>: The procedures of joint sessions are subject to modifications and variations as the Speaker may consider necessary or appropriate.<\/li>\n\n\n\n<li><strong>Majority:<\/strong>\u00a0At the joint sitting of parliament, a bill has to be\u00a0<strong>passed by the simple majority of the total number of members of both Houses present and voting.<\/strong><\/li>\n\n\n\n<li><strong>Instances of Joint Sittings<\/strong>: Since 1950, the provision regarding the joint sitting of the two Houses has been<strong>\u00a0invoked only thrice<\/strong>.
