However,\u00a0<strong>he may vacate his office earlier<\/strong>\u00a0in any of the following\u00a0<strong>three cases<\/strong>\u00a0\u2013\n<ul class=\"wp-block-list\">\n<li>if\u00a0<strong>he ceases to be a member<\/strong>\u00a0of the Lok Sabha;<\/li>\n\n\n\n<li>if\u00a0<strong>he resigns<\/strong>\u00a0<strong>by writing to the Speaker<\/strong>; and<\/li>\n\n\n\n<li>if\u00a0<strong>he is removed by a resolution<\/strong>\u00a0passed by a\u00a0<strong>majority of all the then members<\/strong>\u00a0of the Lok Sabha. Such a resolution can be moved only after giving\u00a0<strong>14 days\u2019 advance notice<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Role\/Power of Deputy Speaker:<\/strong>\n<ul class=\"wp-block-list\">\n<li>The Deputy Speaker\u00a0<strong>performs the duties of the Speaker\u2019s office<\/strong>\u00a0<strong>when it is vacant.<\/strong><\/li>\n\n\n\n<li>He also\u00a0<strong>acts as the Speaker<\/strong>\u00a0when the\u00a0<strong>latter is\u00a0<\/strong>absent from the sitting of the House. In both cases,\u00a0<strong>he assumes all the powers of the Speaker<\/strong>.<\/li>\n\n\n\n<li><strong>Deputy Speaker is not subordinate to the Speaker<\/strong>. like any other ordinary member<\/strong>\u00a0of the House.\u00a0<strong>He can speak<\/strong>\u00a0in the House,\u00a0<strong>participate<\/strong>\u00a0in its proceedings,\u00a0<strong>and vote on any question<\/strong>\u00a0before the House.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h6 class=\"wp-block-heading\" id=\"the-office-of-the-speaker-lok-sabha\">The Office of the Speaker: Lok Sabha<\/h6>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Lok Sabha, which is the highest legislative body in the country, chooses its Speaker who presides over the day to day functioning of the House.<\/li>\n\n\n\n<li>Electing the Speaker of the Lok Sabha is one of the first acts of every newly constituted House.<\/li>\n\n\n\n<li><strong>Election of Office of the Speaker:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Criteria:<\/strong>\u00a0The Constitution of India requires the\u00a0<strong>Speaker should be a member of the House.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Although there are\u00a0<strong>no specific qualifications prescribed<\/strong>\u00a0for being elected the Speaker, an\u00a0<strong>understanding of the Constitution and the laws of the country is considered a major asset<\/strong>\u00a0for the holder of the Office of the Speaker.<\/li>\n\n\n\n<li><strong>Usually, a member belonging to the ruling party is elected Speaker.<\/strong>\u00a0The process has evolved over the years where the ruling party nominates its candidate after informal consultations with leaders of other parties and groups in the House.<\/li>\n\n\n\n<li><strong>This convention<\/strong>\u00a0ensures that once elected, the<strong>\u00a0Speaker enjoys the respect of all sections of the House.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Voting:<\/strong>\u00a0The Speaker (along with the Deputy Speaker) is elected from among the Lok Sabha members\u00a0<strong>by a simple majority of members present and voting<\/strong>\u00a0in the House.\n<ul class=\"wp-block-list\">\n<li>Once a decision on the candidate is taken, his\/her name is normally proposed by the Prime Sabha<\/strong>\u00a0and the\u00a0<strong>parliamentary precedents<\/strong>, within the House.\n<ul class=\"wp-block-list\">\n<li>In matters regarding interpretation of these provisions, he\/she often gives\u00a0<strong>rulings which are respected by members and are binding in nature.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Joint Sitting of Both Houses:<\/strong>\u00a0He\/She presides over a\u00a0<strong>joint sitting<\/strong>\u00a0of the two Houses of Parliament.\n<ul class=\"wp-block-list\">\n<li>Such a sitting is summoned by the President to settle a deadlock between the two Houses on a bill.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Adjournment of Sitting:<\/strong>\u00a0He\/She\u00a0<strong>can adjourn the House or suspend the meeting<\/strong>\u00a0in absence one-tenth of the total strength of the House (called the\u00a0<strong>quorum<\/strong>).<\/li>\n\n\n\n<li><strong>Casting Vote:<\/strong>\u00a0The speaker\u00a0<strong>does not vote in the first instance but in the case of a tie;<\/strong>\u00a0when the House is divided equally on any question, the Speaker is entitled to vote.\n<ul class=\"wp-block-list\">\n<li>Such a vote is called a\u00a0<strong>Casting Vote<\/strong>, and its purpose is to resolve a deadlock.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Money Bill:<\/strong>\u00a0He\/She\u00a0<strong>decides whether a bill is a\u00a0money bill\u00a0or not<\/strong>\u00a0and his\/her decision on this question is final.<\/li>\n\n\n\n<li><strong>Disqualifying Members:<\/strong>\u00a0It is the speaker who\u00a0<strong>decides the questions of disqualification of a member<\/strong>\u00a0of the Lok Sabha, arising on the ground of defection under the provisions of the\u00a0<strong>Tenth Schedule.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The\u00a0<strong>52<sup>nd<\/sup>\u00a0amendment<\/strong>\u00a0to the Indian Constitution vests this power in the Speaker.<\/li>\n\n\n\n<li>In 1992, the Supreme Court ruled that the decision of the Speaker in this regard is subject to\u00a0<strong>judicial review.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Chairing the IPG:<\/strong>\u00a0He\/She acts as the\u00a0<strong>ex-officio chairman of the Indian Parliamentary Group (IPG)<\/strong>\u00a0which is a link between the Parliament of India and the various parliaments of the world.\n<ul class=\"wp-block-list\">\n<li>He also acts as the ex-officio chairman of the conference of presiding officers of legislative bodies in the of the House:<\/strong>\u00a0The Speaker is the\u00a0<strong>guardian of the rights and\u00a0privileges of the House<\/strong>, its Committees and members.\n<ul class=\"wp-block-list\">\n<li>It depends solely on the Speaker to refer any question of privilege to the Committee of Privileges for examination, investigation and
