{"id":2225,"date":"2024-04-26T03:35:10","date_gmt":"2024-04-25T22:05:10","guid":{"rendered":"https:\/\/lotusarise.com\/qna\/?p=2225"},"modified":"2024-04-26T03:35:10","modified_gmt":"2024-04-25T22:05:10","slug":"q-local-self-government-can-be-best-explained-as-an-exercise-in","status":"publish","type":"post","link":"https:\/\/lotusarise.com\/qna\/upsc\/q-local-self-government-can-be-best-explained-as-an-exercise-in","title":{"rendered":"Q.\u00a0Local self-government can be best explained as an exercise in"},"content":{"rendered":"\n<ul class=\"mcq wp-block-list\">\n<li>Federalism<\/li>\n\n\n\n<li>Democratic decentralization<\/li>\n\n\n\n<li>Administrative delegation<\/li>\n\n\n\n<li>Direct democracy<\/li>\n<\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Answer:<\/strong>&nbsp;<strong>(b) Democratic decentralization<\/strong><\/p>\n<\/blockquote>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"local-self-government\">Local Self Government:<\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Local Self Government is the management of local affairs by such local bodies who have been\u00a0<strong>elected by the local people<\/strong>.<\/li>\n\n\n\n<li>The local self-Government includes<strong>\u00a0both rural and urban government.<\/strong><\/li>\n\n\n\n<li>Local self-government\u00a0has the two core guiding principles i.e.\u00a0<strong>Decentralization and grassroots empowerment.<\/strong><\/li>\n\n\n\n<li>It is the\u00a0<strong>third level of the government.<\/strong>\u00a0It is under the\u00a0<strong>73<sup>rd<\/sup>\u00a0and 74<sup>th<\/sup>\u00a0<a href=\"https:\/\/lotusarise.com\/important-amendments-in-indian-constitution-for-upsc\/\">constitutional amendment<\/a>.<\/strong><\/li>\n\n\n\n<li>Local self-government bodies are<strong>\u00a0political entities.<\/strong>\u00a0These bodies are\u00a0<strong>elected directly or indirectly\u00a0by people and which are\u00a0managed by their representatives.<\/strong><\/li>\n\n\n\n<li><strong>There can be no direct democracy<\/strong>\u00a0as in direct democracy\u00a0all decisions are made directly by the people.<\/li>\n\n\n\n<li>The foundational principles of local self-government in India are based on the\u00a0<strong>idea of community participation, decentralization of power, transparency, and accountability, Responsiveness to local needs, independent and autonomous, democratic governance.<\/strong><\/li>\n<\/ul>\n\n\n\n<h6 class=\"wp-block-heading\" id=\"rural-local-governments\"><strong>Rural Local Governments<\/strong><\/h6>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Panchayati Raj Institution (PRI) is a system of rural local self-government in India.<\/li>\n\n\n\n<li>PRI was constitutionalized through the<strong>\u00a073<sup>rd<\/sup>\u00a0Constitutional Amendment<\/strong>\u00a0Act, 1992 to build democracy at the grass roots level and was entrusted with the task of rural development in the country.\n<ul class=\"wp-block-list\">\n<li>This act has added a new\u00a0<strong>Part-IX\u00a0<\/strong>to the\u00a0<a href=\"https:\/\/lotusarise.com\/upsc-notes\/constitution-of-india\/\">Constitution of India<\/a>. This part is entitled as \u2018<strong>The Panchayats\u2019<\/strong>\u00a0and consists of provisions from<strong>\u00a0Articles 243 to 243 O.<\/strong><\/li>\n\n\n\n<li>In addition, the act has also added a new\u00a0<strong><a href=\"https:\/\/lotusarise.com\/schedules-of-the-indian-constitution-upsc\/\">Eleventh Schedule<\/a><\/strong>\u00a0to the Constitution. This schedule contains\u00a0<strong>29 functional items<\/strong>\u00a0of the panchayats. It deals with\u00a0<strong>Article 243-G.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>In its present form and structure PRI has completed 30 years of existence. However, a lot remains to be done in order to further decentralization and strengthen democracy at the grass root level.<\/li>\n<\/ul>\n\n\n\n<h6 class=\"wp-block-heading\" id=\"urban-local-governments\"><strong>Urban Local Governments<\/strong><\/h6>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Urban Local Governments<\/strong>\u00a0were established with the purpose of\u00a0<strong>democratic decentralisation<\/strong>.<\/li>\n\n\n\n<li>There are\u00a0<strong>eight types of urban local governments in India<\/strong>\u00a0\u2013 Municipal Corporation, Municipality, Notified Area Committee, Town Area Committee, Cantonment Board, township, port trust, special purpose agency.<\/li>\n\n\n\n<li>At the Central level the subject of \u2018urban local government\u2019 is dealt with by the following three Ministries.\n<ul class=\"wp-block-list\">\n<li>The Ministry of Urban Development was created as a separate ministry in 1985 (now\u00a0<strong>Ministry of Housing and Urban Affairs<\/strong>).<\/li>\n\n\n\n<li><strong>Ministry of Defense<\/strong>\u00a0in the case of cantonment boards.<\/li>\n\n\n\n<li><strong>Ministry of Home Affairs<\/strong>\u00a0in the case of Union Territories.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The\u00a0<strong>74<sup>th<\/sup>\u00a0Amendment Act\u00a0<\/strong>pertaining to urban local government was passed during the regime of\u00a0<strong>P.V. Narsimha Rao\u2019s government in 1992<\/strong>. It came into force on 1<sup>st<\/sup>\u00a0June, 1993.\n<ul class=\"wp-block-list\">\n<li>Added\u00a0<strong>Part IX-A\u00a0<\/strong>and consists of provisions from\u00a0<strong>articles 243-P to 243-ZG.<\/strong><\/li>\n\n\n\n<li>Added\u00a0<strong><a href=\"https:\/\/lotusarise.com\/schedules-of-the-indian-constitution-upsc\/\">12th Schedule<\/a><\/strong>\u00a0to the Constitution.
