So,<strong>\u00a0it is introduced as a part of the Annual Financial Statement (i.e. Budget) under Article 112.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The Finance Bill is accompanied by a Memorandum containing explanations of the provisions included in it. The Finance Bill can be\u00a0<strong>introduced only in Lok Sabha.<\/strong>\n<ul class=\"wp-block-list\">\n<li>However, the\u00a0<strong>Rajya Sabha can only recommend amendments in the Bill<\/strong>. The bill has to be passed by the Parliament within 75 days of its introduction.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>As a\u00a0<strong>finance bill is a money bill so\u00a0no joint sitting\u00a0<\/strong>of the two houses is allowed with regard to a finance bill\u00a0<strong>under Article 108.<\/strong><\/li>\n<\/ul>\n\n\n\n<h6 class=\"wp-block-heading\" id=\"difference-between-money-bills-and-financial-bills\"><strong>Difference Between Money Bills and Financial Bills<\/strong><\/h6>\n\n\n\n<ul class=\"wp-block-list\">\n<li>While\u00a0<strong>all Money Bills are Financial Bills, all Financial Bills are not Money Bills<\/strong>.\n<ul class=\"wp-block-list\">\n<li>E.g., the\u00a0<strong>Financial Bill which only contains provisions related to tax proposals would be a Money Bill.\u00a0<\/strong><\/li>\n\n\n\n<li>However, a\u00a0<strong>Bill that contains some provisions related to taxation or expenditure, but also covers other matters would be considered as a Financial Bill.\u00a0<\/strong><\/li>\n\n\n\n<li>The Compensatory Afforestation Fund Bill, 2015, which establishes funds under the Public Account of India and states, was introduced as a Financial Bill.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The procedure for the passage of the two bills varies significantly.\n<ul class=\"wp-block-list\">\n<li><strong>The Rajya Sabha has no power to reject or amend a Money Bill<\/strong>.\n<ul class=\"wp-block-list\">\n<li>After being passed by the Lok Sabha, money Bills are sent to the Rajya Sabha for its recommendations.<\/li>\n\n\n\n<li>Within 14 days, the Upper House must submit the Bill back to the Lower House with its non-binding recommendations.<\/li>\n\n\n\n<li>If the Lok Sabha rejects the recommendations, the Bill is deemed to have passed by both Houses in the form in which it was passed by the Lok Sabha without the recommendations of the Rajya Sabha.<\/li>\n\n\n\n<li>Even if the Rajya Sabha doesn\u2019t respond with its recommendations within 14 days, the same consequences would follow.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>However,\u00a0<strong>a Financial Bill must be passed by both Houses of Parliament<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>While an ordinary Bill can originate in either house,\u00a0<strong>a money Bill can only be introduced in the Lok Sabha<\/strong>, as laid down in Article 117 (1).<\/li>\n\n\n\n<li>Additionally,\u00a0<strong>no one can introduce or move money Bills in the Lok Sabha, except on the President\u2019s recommendation.<\/strong><\/li>\n\n\n\n<li><strong>Amendments relating to the reduction or abolition of any tax are exempt from the requirement of the President\u2019s recommendation.<\/strong><\/li>\n\n\n\n<li>The two prerequisites for any financial Bill to become a money Bill are that\n<ul class=\"wp-block-list\">\n<li>It must\u00a0<strong>only be introduced in the Lok Sabha<\/strong>\u00a0and not the Rajya Sabha.<\/li>\n\n\n\n<li>These bills\u00a0<strong>can only be introduced on the President\u2019s recommendation.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>How many of the above statements are correct?
