The full name of the convention is, \u201cConvention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction.\u201d <\/li>\n\n\n\n<li>The Convention was <strong>concluded<\/strong> by the Diplomatic Conference on an International Total Ban on Anti-Personnel Land Mines at <strong>Oslo<\/strong> on 18 September<strong> 1997.<\/strong><\/li>\n\n\n\n<li><strong>It entered into force on 1st March 1999.<\/strong><\/li>\n\n\n\n<li>There are 164 members to the Ottawa Treaty or Convention.<\/li>\n\n\n\n<li>Palestine is a member of the Ottawa Convention.<\/li>\n\n\n\n<li>The Marshall Islands is one country that has signed the treaty but hasn\u2019t yet ratified.<\/li>\n\n\n\n<li>There are 34 non-signatories to the Mine-Ban Treaty. <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-kb-palette-103-color\"><strong>India too has not signed the Ottawa Convention<\/strong>.<\/mark><\/li>\n\n\n\n<li><strong><mark class=\"kt-highlight\">This Convention requires states-parties,<\/mark><\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>To destroy <\/strong>their stockpiled Anti-Personnel landmines (APLs) within 4 years and<\/li>\n\n\n\n<li><strong>To eliminate<\/strong> all Anti-Personnel landmines (APLs) holdings, including mines currently planted in the soil, within 10 years.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong><mark class=\"kt-highlight\">The member states have to follow these prohibitions:<\/mark><\/strong>\n<ul class=\"wp-block-list\">\n<li>Members of the Ottawa Convention&nbsp;<strong>can\u2019t use<\/strong>&nbsp;anti-personnel landmines.<\/li>\n\n\n\n<li>Members of the Ottawa Convention&nbsp;<strong>can\u2019t develop<\/strong>&nbsp;anti-personnel landmines.<\/li>\n\n\n\n<li>Members of the Ottawa Convention&nbsp;<strong>can\u2019t acquire<\/strong>&nbsp;anti-personnel landmines.<\/li>\n\n\n\n<li>Members of the Ottawa Convention<strong>&nbsp;can\u2019t retain<\/strong>&nbsp;antipersonnel landmines.<\/li>\n\n\n\n<li>Members of the Ottawa Convention&nbsp;<strong>can\u2019t stockpile<\/strong>&nbsp;antipersonnel landmines.<\/li>\n\n\n\n<li>Members of the Ottawa Convention&nbsp;<strong>can\u2019t transfer<\/strong>&nbsp;anti-personnel landmines.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The significant producers and users of anti-personnel mines are <strong>US, China, India, Pakistan and Russia. These countries are one of the non-signatories.<\/strong><\/li>\n\n\n\n<li>The Anti-Personal Mines in India were in the use post-Indian Army\u2019s proposal to procure over a million such mines to secure Line of Control (LoC) in 2019.<\/li>\n\n\n\n<li><strong>A scenario of US \u2013<\/strong>\n<ul class=\"wp-block-list\">\n<li>In 2004, the United States government under George W Bush announced its decision to not join Ottawa Convention.<\/li>\n\n\n\n<li>In 2014, the US government under Barack Obama announced their inclination towards signing the convention. It mentioned about banning the production and acquisition of APLs and reserving their use for only on the Korean peninsula.<\/li>\n\n\n\n<li>The US is a party to&nbsp;Convention on Certain Conventional Weapons (1996 amended mines protocol).
